Seems unlikely since the partial remains had identifiable items of clothing on them, which would generally not be the case if they'd been out there for 20 years. But there's the close match on the height and vicinity, and the fact Ms Baxter isn't ruled out in Namus. If you feel strongly you can always submit as a suggestion
