According to this flyer on his NamUs file it is believed that he jumped from the Golden Gate Bridge and washed up on the beach where he was found. I believe the red scuff marks on his shoe could very well be paint from the bridge just doing a visual comparison against photos of the bridge it seems to match. I haven't found any missing persons that would potentially match to him but I will expand my search and keep looking.

This guy was estimated to have died a day earlier in 2016, so I doubt it would be Bobby as by 2016 he would be in his 50s
