Need some eyes to look at this long shot here - I thought "NOT" because of the leg mention, but that beard and blue eyes made me want someone to take a second look:

Good evening, i have watching this guy times to times nearby San Ysidro Port Of Entry, since December, in the beginning i did not put attention on him, 'cause he looks like any regular person, but as the days went by, i started to notice he mumbles/speaks alone, so i tried to speak with him and he responses a few things coherently, but inmediately he said alotta of things it doesn't match, like (apparentely) he's not interested to go back to San Diego, then i understand the quid of his situation, anyway, if you know him or the family, please, let them know it, he's here in Tj, he use crutches due he has amputated half leg."

I think this looks just like him. It's the line of the nose, the large gap between eyebrows, clearly bright blue eyes. I wish we could see his ears.

PS Bell Canyon is extremely wealthy, Britney Spears level wealthy; exclusive, gated.

Matthew Joel Finocchio's family looked into this man's info and they do not feel this is their Matthew.
I hope this homeless man gets a thread for his case though. He is someone to someone.
