I’ve been sleuthing and found something interesting. It’s late so I might go down the rabbit hole more tommorrow. Feel free to do the same.

Clara is most certainly not Frosty. Sadly, it is very likely Clara was the victim of foul play around 1950. Also, she would've been in her late 80s in 2018. Frosty's age is consistent with the stated 68.

Page 6, The same address for sambos as listed with the manager was in 1975- so we know "frosty" was employed as the manager after this date.
