  • Clothing/Jewelry Description A Harley Davidson t-shirt, a blue, brown and yellow long-sleeved wool shirt and blue corduroy pants.
  • Distinguishing Characteristics Caucasian male. Brown hair, brown eyes. DeVore has a tattoo of the cartoon character Andy Capp on his right forearm and a tattoo of a Star of David on his left forearm.
Details of Disappearance
DeVore was last seen at his Modesto, California residence on March 29, 1981, at 11:30 p.m. He has never been heard from again. Few details are available in his case.

Some agencies give the date of DeVore's disappearance as March 29, 1984.

I've read online speculation that Norman could've been a victim of serial killer Randy Kraft. According to his Wikipedia article, Kraft had moved back to California some time in August 1980, and on September 3, 1980, the remains of victim Robert Loggins were found near El Toro Marine base in Irvine, CA, which is about a 6-hour drive (350 miles) south of Modesto.

However, on April 10, 1981, 12 days after DeVore went missing, the body of Michael Cluck was found in Goshen, Oregon, which is about an 8-hour drive (540 miles) north of Modesto. I don't know much about how Kraft operated, but was it characteristic of him to drive that far to dispose of his victims?

Kraft also kept a meticulous scorecard of his victims, usually identified by a salient feature such as where he met them, articles of clothing, etc. But I can't find anything that would seem to match DeVore, such as perhaps his tattoos.

Most sources online say DeVore disappeared in 1981, but if the 1984 year is somehow correct, then Kraft couldn't be responsible since he was arrested in May 1983.

I found the same information... but why is there such a discrepancy in the date of the disappearance? Was it a police error, or did the report come in too late?

I feel like the discrepancy is due to a typo.

In many computer keyboards (see below), the number pad on the right side has the 4 on top of the 1.

So if you're typing fast, you can accidentally type 1-9-8-4 instead of 1-9-8-1, if that makes sense.

This is the only thing I can think of because it's hard to confuse a "4" and a "1" in written form.
