'Where are the boys': Disappearance of brothers Orrin and Orson West stuns California City (sfgate.com)

“Due to the adopted family having lived in Bakersfield prior to moving to California City, as well as Bakersfield being the biological families’ residence, we are assisting with conducting follow-up interviews, pursuing tips and other investigative avenues,” Bakersfield Police Sergeant Robert Pair said in a statement to SFGATE. “We have conducted numerous interviews, search warrants and explored other investigate routes to assist California City Police with the ongoing search for the boys.”

As of Jan. 26, there are no named persons of interest in the case. A request for comment to Chief Walker was not answered by publication time.

The Jan. 25 vigil was organized by California City residents JW and JW, who have helped coordinate searches for the boys since December.

He [Chief Walker] said it was important to keep Orson and Orrin in the news, and when asked by media outlets if he thinks the boys were dead, has rejected the notion.

“I refuse to think that and that somehow, someway we are going to find them,” Walkers aid. “I am open to anyone that has any information, please bring it to me.”

Walker also asked that people respectfully not trespass on the property of the West home, as it may interfere in the police department’s investigation.

“We’re trying to exhaust every possible avenue that we have,” he said. “People have asked me if this is a cold case, and by no means … we have not given up.”

Chief Walker looks back on first year, goals for future
California City Police Chief Jon Walker was sworn in a little over a year ago, taking over a small police department responsible for covering the state’s third-largest city by land size.

After more than 30 years as a law enforcement officer, including the Los Angeles Police Department, he acknowledged there are some differences. Walker retired from the Los Angeles Police Department.

“Our guys, they do it all,” Walker said of CCPD’s officers. “We don’t have any detectives, so they go to the scene and collect all the evidence, interview all the witnesses and potential suspects … they see the cases through from beginning to end. For me, that’s pretty impressive.”

In terms of reliable equipment, Walker said some goals have been met, including four refurbished Crown Victoria police cruisers from the department’s mothball fleet. The refurbishment was approved by the city council in October after an order for two new SUV patrol vehicles was severely delayed.

The department will also be getting new body cameras for its officers to replace ones that have been severely outdates and lacking from IT support.

“It’s a necessity,” Walker said. “We cannot move forward as a police department — I can’t imagine any police department in this nation moving forward — without body cams or dash cams or both. It’s the world we live in and we have to adapt.”

Cal City Police Department needs to meet “P25” compliance, or moving to a digital transmission system, including reconfiguring radios and replacing towers.

“Within a year if we are not P25-capable, we will not be able to communicate with anyone else in the county,” Walker said. “It’s a big ticket item, but it’s a necessity.”

Because of the pandemic, the police department had to close its lobby, just like every other city department did. Doing so has limited public interaction.

“We are interacting with these people who need our help but at the same time they may be positive for COVID,” Walker said. “But they’re going in there and doing it.”

“Police work is constantly evolving and it is incumbent upon us to evolve with it,” he said. “We must evolve with the police world. We’ve seen in the last year (across the country). There’s no way around it — we need to be transparent, have better training on de-escalation and many, many other things.”

Police Chief Walker says the security cam footage is consistent with the statements from Trazell and Jacqueline West.

The security camera footage shows on December 21st at 5:33P.M., Trazell starts looking for the boys around the neighborhood.

"What it appears, right here is someone, I'm by his statement it's Trazell, getting into a white van in front of the property and exiting and it looks like he makes a left turn and goes eastbound on Aspen," Jon Walker, Police Chief, California City Police Department, said.

Trazell comes back to the home 6 minutes later. Fast forward to 5:53 P.M., California City Police arrive.

"5:53 P.M. is consistent, we received the call at 5:48 and we were on scene, within 5 minutes, so that makes absolute sense and it looks like, I'm assuming Trazell and Jacqueline walking up to the police car and discussing with my officer, giving him information of what they reported," Jon Walker, Police Chief for the California City Police Department, said.

Walker confirmed you can see what appears to be a dog on the other side of the fence, on the footage from December, 21st, but from the angle of the camera, you cannot see children in the backyard, during any point of the footage.

He spoke at the vigil that was held for the boys at their house in California City on Monday evening. ... He says a man posted a video on YouTube of him in the backyard of the West's house. Walker said they are looking for this man and will arrest him, if he is found.

Jon Walker, Police Chief for the California City Department, says the boys' adoptive parents claim they left their California City house on Dec. 19 with their six children, to go do Christmas shopping in Bakersfield.

Security camera footage from a neighbor shows an adult holding the door open while four children go into the van. Then later that day two adults, which appear to be Trazell and Jacqueline West, come back to the house without any kids.

Chief Walker says the parents claim they dropped off four of their children, not including Orrin and Orson, at a family member's home that day. Walker says Dec. 19 was the last day the other four children say they saw Orrin and Orson.

Walker told ABC News on Tuesday that the police have received multiple tips from the public and that all of the information is currently being vetted by the police department to ensure it’s credible and worth pursuing.

“[CCPD] will continue to keep following up on the evidence that we do have, try to get more evidence, and continue to talk to more people and hope that someone out there sees them and comes forward,” said Walker.

Walker remains optimistic the CCPD can find the boys alive.

In an interview with ABC's "Good Morning America" airing Saturday, the boys' birth mother, Ryan Dean, said she found out about the boys' disappearance from a news article.

"I looked more into it and I read everything and I just started going a little crazy," said Dean.

Dean, who is still involved in the boys' lives, said she's frustrated by the way the Wests have been handling the investigation.

"[The Wests] barely want to speak to me," she said.
