IMO, when there's no proof of assault, theft or other types of malice/criminal behaviour, the legal system often decides there's more important/harmful crimes to prosecute.
In this case, her husband was responsible for reporting her death, but he's dead too. I don't think they'd charge someone else, just because her husband died and "someone has to be punished".
