Circumstances of Disappearance:
Owen, 26, disappeared sometime around March 1st, 1978 from Menlo Park, California. He may have been driving a 1968 black and grey Chevrolet 210 series.

He was very religious and it was thought he was a part of the People's Temple, a religious organization that gained notoriety due to the Jonestown tragedy.
Few details are available in his case.

Menlo Park is a city at the eastern edge of San Mateo County in the San Francisco Bay Area of California, United States. It is bordered by San Francisco Bay on the north and east; East Palo Alto, Palo Alto, and Stanford to the south; and Atherton, North Fair Oaks, and Redwood City to the west.

He is not on the Jonestown memorial listing. Just checked, supposedly, all victims identified. So what happened to him?

Wondering on this Doe, but I really doubt it, and the age would be off pretty significantly: This is 1978 Salem County/Oldmans Township (NJ)

But just noting, another Doe was found right around the same time in Salem County NJ, that Doe had a small gold cross pinned on his lapel, Salem County/Quinton Township, 1979
This Doe has apparently been identified but no announcement as of yet.

Really tend to think it's unlikely that Oldmans Twp Doe is this MP, though. The age is off, the geography doesn't seem to line up. But have always wondered if these Does were possibly related, and the other Salem Doe did have the small cross visible on the lapel, and I believe both these Does were wearing painters/workmen style pants. (Have also wondered on this point with work clothes spectifically because the Jaycees were working on projects in line with the Clean Up-Paint Up-Fix Up Bureau around this time, John Gacy was a member of the Jaycees and he is known to have traveled to NJ)

Also wondering on these Does:
Found in a wooded area in West Atco, Winslow Township, New Jersey Oct 1979, this Doe est at 20-25, something of a resemblance, don't know it's a strong resemblance

Apr 30 1979, body found in burned out L.A. county garage 17-28yo 5'6" 145lbs

Sunland CA Oct 1979, 5'5"-5'9" 23-50yo (Sunland 25 mins to L.A; 2 hrs approx Menlo Park to Sunland.)

San Francisco, found floating in waters of SF Bay about 100 yards east of Mission Rock. Jonestown members who did not go to Guyana are noted to have stayed in the SF, L.A. and Redwood Valley/Ukiah areas. The SF office for People's Temple is about 20 mins from Mission Rock. 20-40yo 5'5" 128lbs measured (variation on height & weight on sources but Namus saying measured)
