RACHEL DISCOVERED

On 16 May 2013, Mendocino County Sheriff's deputies responded to a report of a discovery of possible human remains on CA Route 162. A hiker had spotted the charred remains at an old burn pile in Longvale CA, stuffed into an abandoned refrigerator. It took more than a month for the Human Identification Lab at CSU-Chico to identify the remains as human. They were tentatively identified as a female of small stature, and possibly of an adult. A forensic anthropologist recovered DNA samples. The resultant DNA profile was entered into law enforcement data bases at the National Missing and Unidentified Persons System, and the California Dept of Justice.

The actual location of Rachel's body was on Route 162, about a mile from the intersection with Highway 101. (Local knowledge here: this is the fringes of the hamlet of Longvale. The few and scattered houses in Longvale are on the uphill side of the road, scattered into steeply hilly woods. Rachel's remains were found on the downhill side of the road near the abandoned Northwestern Pacific Railroad tracks. Two charm bracelets were found with Rachel; they may be part of a necklace. One bracelet's four charms reads: W-W-blank-D. Note: It seems probable the missing letter is J,and that the bracelet represents a Christian saying, “What would Jesus do?” The other bracelet's charms read D-blank-blank-blank. Also Christian? Any ideas here, fellow Sleuthers?

FAMILY BACKGROUND

Rachel was born to a family plagued by violent death. Her mother Debra Sloan was murdered by notorious “Deadfall” serial murderer John Annibel. Two of Rachel's aunts died in car crashes. One of Rachel's cousins also died in an auto accident.

RACHEL'S BACKGROUND

Rachel grew up in Laytonville CA. One of her junior high school teachers remembered Rachel as extroverted, kind, respectful, and hardworking with “a finely tuned sense of humor”. She played sports and studied steadily to achieve a B average in her grades. Her grandmother says Rachel remained sweet-tempered through high school. She was an eager student, with the goal of becoming an oceanographer.

However, after high school, mental health and drug problems threw her life into a tailspin. When Rachel's grandfather angered her, she smashed out the windows in his house. She also assaulted another woman, and nearly burned her house. Rachel's grandmother struggled to get Rachel mental health treatment, to no avail. Under CA Code section 5150, a person in mental distress must be a threat to the safety of others or self to be held for 72 hours' evaluation. However, Rachel was not held and treated.

Like many of the homeless mentally ill in Mendocino County, she accumulated an arrest record. She was picked up for vandalism and drug abuse. A partial log of her drug offenses follows:

On 11 August 2010, she was arrested by MCSO on suspicion of being under influence of a controlled substance.

On 29 January 2012, she was arrested by MCSO on suspicion of possession of methamphetamine (“crank”), as well as probation violation.

At least three times, she was arrested for the use of “crank”. Rachel was also arrested for probation violation. As Rachel lapsed into mental illness and drug abuse, she developed a habit of dropping out of sight for lengthy periods of time. Her grandmother and brothers were worried about her. However, her Native American father Allan said she was staying on the Hopland Rancheria, some 57 miles south of where she was found. Rachel's family saw her in August 2012 at a family funeral. However, because of her reclusive habits and transient lifestyle, her relatives did not report her missing until May 2015. DNA samples were then taken from them. Rachel was identified through DNA match on 1 September 2015. Her identity was announced on 9 September 2015.

Investigating detectives have little knowledge of Rachel's life during her missing years after high school. Any information would be helpful at this point to help solve this murder.

Speculative note by poster: Both intra-tribal and inter-tribal violence are prevalent in the Mendocino County Native American community. One of the worst locales is Round Valley Reservation in Covelo, where nine mutually antagonistic tribes have been forced into proximity. Lightly trafficked Route 162 leads to and from the Round Valley Reservation. It seems that a hypothetical assailant leaving the Round Valley Reservation with Rachel's body would be strongly tempted to pull over to the side of Route 162 and drag her body down over the bank before someone in Longvale or in heavier Highway 101 traffic might notice her.

Shockingly, I don't think Covelo had anything to do with it for once. Well Aside from one creep who does supposedly live up there and has apparently investigated for a homicide uncertain whether that be hers or a different one. I think that person generally slums around the tweeker crowd anywhere between the beginning of 162 to willits and ukiah and laytonville. upwards and caddy corner there's been a violent death there before that the sheriff's department was called to. It's been said that it's the same place. Within a mile of the location she was left . I'm not speaking first hand discussions so I'm simply referencing heresay, I ABSOLUTELY DO think it would be a great time for the investigating agency to start poking back around again in the group of individuals whose name couldn't possibly be too hard to obtain through one of the poor souls that have given up on life and human decency and have been roped into risking their own lives to get out of trouble by giving up info on their friends by the way, and by knowing who they are , it might be easiest to just catch up on conversation with them directly as I don't doubt they do visit jail occasionally at least. In fact I was just reading about one the other day (perhaps already at this very moment in custody or preparing to be, due to some legal/criminal activity that was featured recently in the local news) there was a lot of people who have been saying all along that they were aware of at least 4 or 5 maybe more who probably witnessed or participated in the terrible evil thing that was done to her. I normally do not entertain hearsay, but when you have began to hear the same consistent chain of events over and over from different directions or details about the manner of death but how it was said to have been carried out, what was used to do it , why it was done, and you notice it seems to include some stuff that you don't recall ever having been published or released to the public you start to wonder what is keeping the police from having heard it too.
I don't know for sure but I don't think it sounds irrelevant.Sometimes rumors are true and worth taking into consideration, and the information in these particular rumors circulating around the county shouldn't be dismissed without checking on it. It could be really important if it so happened to contain anything that definitely has not been published or publicly known.

i dont think the cops care about rachels case at all... sad reality for so many MMIW. should be illegal NOT to investigate. it's negligence

I don't feel like they care about any of the people who are missing or been taken around here.
And I'm not sure it's due to racism like everyone says. I'm pretty sure it's definitely classism though .
