I believe Rolando is alive. I found a video of a man named Rolando Ignacio Escobar Ocampo who was kidnapped at 9 years old (not 12 like NamUs says). He is looking for his family members. He works as a security guard.
This video is called Busca a Su Familia and in google translate it says Search Your Family
The description is in Spanish but I got it translated. It says:
"At just nine years old, Rolando Ignacio Escobar Ocampo was kidnapped and taken to work in the fields of Sinaloa de Leyva. Thirty years later he returns to Tijuana to find his mother Maribel Ocampo Flores, his sister Mery Johana and his uncle Marco Julio."
In the translation of the video it says he was taken to some kind of a work camp with other children. He escaped at sixteen years old.

I did send it in to NamUs when this was posted. So I'm assuming it was sent to law enforcement about the case. I feel so bad for this guy because he lost everything. His childhood was stolen from him.

I emailed the Burbank California police department about his case with the video attached. I'll post updates if I get a response.
