Dependant adult, wonder to what degree.

Looking at a hispanic UID found a few months later further south in LA with an age estimate of 30-54. UID does have a tattoo with the name of Carlos just below the back of her neck. No mention of tattoos for Rosa but possible she took off with someone willingly.
