I think John Croasdale (MP89800) is a strong match, he went missing on his way to San Francisco from his home in North Highlands on Feb 13, 1977. He's about the same weight and height. It's about a 20 minute drive down Elkhorn to get to the area UP was found.

It may be possible he wasn't reported missing for a while. This body was found in the direction you would be traveling to get to San Francisco from Sacramento. He has a tattoo mentioned in his profile but the body may have been to decomposed to see it.

Stats seem to align well. Listed missing date is after Doe was found. I did note the agency case # for Mr. Croasdale is
22-076809, which could mean this case was opened/reopened in 2022. If that is so, not improbable at all there could be an inadvertent error on reported missing date. I don't see a file for him on CA DOJ website.
