According to this article the upper half of the body was eaten by sharks, and had been in the water for about 3 weeks.

I was also thinking that unfortunately Likely a Golden Gate Bridge jumper considering where she was found. There's also a chance she may have been in a boating accident.

Highly unlikely considering the typical currents of the California coast but Patricia Calatrello went missing from a boat near Catalina Island on February 12th 1979. Last seen wearing blue jeans.

Debra Vowell went missing from a fishing vessel off the coast of San Diego in January of 1979, but again that’s a large distance contrary to typical currents.

I think Patricia may actually be a good canidate - I'm not an expert on currents but there is the Davidson Current on the coast of California that flows on the surface from south to north in the winter. The PMI would match up pretty well.
