Butano State park has been open since 1957, with 21 different camp sites. There is also a well known camp run by the Girl Scouts for K-12.

The area the remains were found is a well known “short hike” of 1.5 miles. There are other hiking trails close by for half day hikes.
He must have had a car parked somewhere in the vicinity? This is a beautiful and remote park full of redwoods.

If he didn’t have a car near by, then he could have been living off the grid. However, given the popularity of the camping there, I would think he would have been quickly detected.

The other thought is that he could have been a student or teacher collecting nature samples.

Amateur opinion and speculation only

Excerpt from above website:
If you have an hour, enjoy the redwoods, ferns, and sorrel along the gentle yet spectacular Little Butano Creek Trail. It extends 1.5 miles into the heart of the park’s redwoods

Size 13 shoes are pretty large. When I looked before for "Kraton" which was indicated on the sole of the shoe/boot, what I found on the search was that the company made the material/plastics in the sole.
