I believe this is her Instagram. https://www.instagram.com/whisperowen/ I found the middle name Opal in Fresno County court records for a family court case (02CEFS00541 County of Fresno vs (irst name redacted) Owen Sr. from 2002. Case was civil matter related to DCCS case against male respondant, on parole status, for determination on child support/medical expenses for Whisper and her siblings. So Whisper has at least 2 siblings that we know of but other family or the relationship with the baby is unknown at this time.

Fresno County SO updated their post with the information that Whisper is Sandra's mother, and that they were driving home to Elk Grove from Fresno, but never arrived. The original post automatically updated.

(Note: I'm not sure if Sandra's correct surname is McCarthy or McCarty. The original PD alerts gave the spelling as McCarthy, but now some LE reports are spelling it McCarty, and some are using both spellings in the same report. Both of the articles I am linking in this post give the name as McCarty. The 2nd linked article gives Sandra's father's name as Robert McCarty. I wasn't able to find confirmation in public records.)

Info from the following article/video:

Whisper and Sandra were in Fresno for a medical appointment and to visit Whisper's mother and brother.

They left Fresno around 5pm on Tuesday to return to Elk Grove, where they live with Whisper's partner and their other two children.

The partner called Whisper's mother Saturday morning and asked to talk to her. That was when they realized she was missing.

Whisper doesn't have a working phone, so her mom usually only talks to her every few days.

The car was last seen just before 8pm on Tuesday on a traffic camera near Shaffer & Bellevue in Atwater. Atwater is about 65 miles north of Fresno.

Her family says that Whisper has a medical condition that could have caused an emergency.

The family has been conducting their own search along SR-99.

Whisper's brother says that she would normally take 99 to Grant Line Rd to Elk Grove.

Car seen on surveillance camera in Atwater. Previous damage to front driver's side.

"Close friend Tiffaney Machado says the SUV was spotted heading south near Shaffer and Bellevue at 7:27 p.m., then northbound in the same area at 8:12 p.m."

Owen was supposed to return to her home in Elk Grove where her partner, Robert McCarty, and her two other children were waiting.

McCarty says it’s not unusual for her to spend a few days visiting family in Fresno, which is why no one initially suspected anything was wrong.

Friends describe Owen as a loving, attentive mother, and say her disappearance is completely out of character.

I saw this on a facebook feed earlier today.

Which one had a medical appointment in Fresno I wonder? Sacramento is only 21 miles from Elk Grove, far better medical care there for both kids and adults. Though Fresno does have a children’s hospital I think.

Atwater is an hour out of Fresno, did she make a stop to grab something for the baby? What took her so long to either get there or show up on a camera in that area? It’s not right off the freeway.

In the comments on the Fresno County Sheriff's post, a friend posted about the medical appointment. I can't say anything more because of TOS -- but it is in the comments.

I've contacted the Fresno County Sheriff's Office for confirmation on this. I'm going to go w/ "McCarty" by default unless otherwise notified. Thank you, @GraceG

“She was here for a doctor's appointment for the baby,” said Torres. “We had a wonderful visit.”

Fresno Police reported that Owen and her daughter were spotted around 8 p.m. on July 15 in Atwater, Merced County, more than 60 miles north of Fresno.

"The only thing she had to do was stop and get a can of formula because she was on her last bottle," said Torres.

Interview with Whisper’s brother.

I know her vehicle was seen in Atwater, but no one has said she was spotted in a store there? If she stopped at a store for formula, why hasn’t LE put that out?

I’m beginning to wonder if there’s a possibility it wasn’t her driving the vehicle? Or maybe an undiscovered vehicle accident? All who know her say she would never leave her other children.

Atwater resident: what gets me is why she would be on that side of town if she was just stopping at the store to buy anything since target and Walmart are right off the highway. 5 corners (Shaffer/Bellevue) this is 2 miles across town. So she had to have been visiting someone here to have any reason to drive through town.

Welcome to Websleuths!!

I’ve seen this exact thought expressed by many other locals too. Thanks for coming here. As a local, do you know if there are other cameras along that route that may have caught her vehicle?

I’ve seen a lot of talk about water and the possibility of an undiscovered vehicle accident. What are your thoughts on that?

*****
Owen suffers from high blood pressure that has been particularly bad since she gave birth, her family told CNN. She was hospitalized multiple times during the pregnancy, according to her mother.

“My fear is that maybe there was a medical emergency behind the wheel, and maybe she had veered off the road,” her brother said.

*****
Owen is an outspoken and outgoing “free spirit” who cherishes her children, according to her mother.

She has a 17-year-old from a previous relationship as well as an 8- and 3-year-old with her partner. The kids are “all devastated wanting to know if and when they will see their mother again,” her brother said.

*****
Richard Owen (brother) told CNN he has spent the past several days sleeping in his car as he and his wife search up and down the highway and comb back roads in the area where his sister was last seen.

More in linked article.
