Identified! CA - Santa Cruz, White Male, 16-20, UP3066, Partial Remains, 12 Feb 1988 - Marty Rupar

I'm surprised this was not already present on this site. Saw this shared through the Help ID Me Facebook group. Not much information available except the following:

*Discovered February 13, 1988 in two separate trash bags in a ravine off Bonny Doon Rd, which is outside of Santa Cruz and leads away from the coastline.
*Bonny Doon Rd is accessed near Shark Fin Cove, which is one of the best beaches in northern CA; Bonny Doon Rd leads inland toward forest and is extremely isolated.
*Age: 16-20
*Partial remains did not include limbs or torso; Namus page says hands not recovered.
*PMI was estimated at months to at least one year, suggesting time of disappearance may have been winter of 1987 to spring of 1987; one resource says police think remains were out there for at least one year. This makes me think 1-2 years is not out of the picture.
*MissingKids.org page says light brown hair was determined.

Facial composite attached.

Here are some compelling potential matches I've found:

1. Christian James Boldt: DLC May 1986 in Los Angeles. Missing age 18. Brown hair. Face shape seems similar.

2. Duane Edward Fochtman: DLC July 22, 1986 in Lincoln City, Oregon (a coastal town on the 101 which leads to the California 1 toward Santa Cruz). Age 15 at time of disappearance. Dark brown hair. Very, very similar face, especially mouth and eyes. One right finger had a deformity. Police suspect Fochtman left town of his own accord, which could place him farther south if a runaway, especially if hitchhiking on 101.

However, the Websleuths thread on Fochtman has quite a bit of discussion and suggesting Fochtman was misinterpreted as a runaway. The detail about leaving behind cigarettes seems pretty telling. It's also interesting to note that Fochtman and Jeremy Bright went missing just weeks apart and were quite similar looking.
3. Robert Eugene Hampton: DLC November 26, 1986 in Port Orchard, WA. Probably the most timeline-friendly if remains were only about one year old, but also the most distant from home. Family member dropped Hampton off at home the day before Thanksgiving and he was never seen or heard from again. Age 17 at time of disappearance. Light brown hair. (Namus photo is at 14 years of age.)

4. Dean Alan Thoms: DLC July 31, 1987 in Phoenix, Arizona. Age 21 at time of disappearance. Light hair. Partial amputation of left ring finger. Would put PMI at less than a year.

5. Fabian del Rosario: DLC August 28, 1987 in Boulder, Colorado. Age 20 at time of disappearance. Would put PMI at less than a year.

I haven't the foggiest idea how Duane Fochtman would have ended up outside Santa Cruz that far south but facially I think he's the most likely match. I'm sending these suggestions today to see if I can get a response on rule-outs.
 
From what I've been told by the Santa Cruz County Sheriff, the dental chart of this case shows that Teeth 04V, 13V, 29V, 20V and 17V are virgin teeth (free from decay or restorations).
 
Today I was contacted by a detective with Santa Cruz Corner's office. My DNA is a match to close cousin for a cold case. The only information she gave me about the case was:
"Our case is from 1988, a young man was murdered and his body was later discovered. Any help to identify him will help us get one step closer to getting him back to his family so he can be laid to rest."

Doing a little digging, I ended up here as this is the only John Doe from Santa Cruz in 1988.

I was forwarded information of how to load my DNA file from Ancestry to GEDMatch and connected it to the law enforcement case.

I hope this helps solve his identity. I know all my first cousins and, they are accounted for. I was 11 about the time this happened and don't recall any stories about missing relatives. Also being out of state, I don't know of any family in California.
 
Hello! I'm just now seeing this thread. Does anyone know if there's a way to compare one's DNA to discovered remains? Duane Fochtman is my 3rd cousin, so I would think that if these remains were his then we would show as being related.

For a comparison against this specific body, then contact the Namus contact officer, which is given as "Santa Cruz County Sheriff's Office, (831) 471-1121" and refer to their Agency Case Number88-01148 Unidentified Person Case (namus.gov)

However there are many, many, MANY unidentified bodies out there. So if this young man isn't Duane then consider putting your DNA into one of the consumer DNA test sites (eg: 23andMe). However 23andMe doesn't allow comparisons against the deceased, so there are more steps! Once you get their results you can then upload them to a site called GEDMatch. (It's pretty easy.) This is where a lot of cases are being solved - the DNA from some unidentified deceased is uploaded to the site and then researching build them a family tree to try and identify them. While we hope that Duane is alive and well, in fact it's possible his DNA may be in there, just waiting for you to upload your data and identify him! Or that he will be entered there in future. I hope that's not too confusing - others can no doubt say it better! Good luck xx

On Thursday, however, the Santa Cruz County Sheriff’s Office shared a breakthrough: The found remains appear to be those of Marty Robin Rupar, born in 1966. He would have been about 21 years old at his death, a year before he was found on Feb. 13, 1988.

Rupar, originally hailing from Green Bay, Wisconsin, according to Sheriff’s Office spokesperson Ashley Keehn, was last known to be living in Mississippi before he went missing in 1983, according to the Sheriff’s Office.

Leading up to Rupar’s identification, the Sheriff’s Office began utilizing forensic genetic genealogy techniques on its cold cases and more in 2020. Rupar’s identification was determined with assistance from the California Department of Justice Jan Bashinski DNA Lab, Parabon Nanolabs and the Menominee County Sheriff’s Office, the agency said.
