That's what I made of it. The dogs never found her scent.
I theorized recently that SP never was jogging, since the latest FBI poster doesn't mention it and the latest Shasta Couny press release doesn't mention it. BUT... in an article from very early on:

Papini reportedly was jogging and walking in the area and headed to the cluster mailbox that residents in the area use.
John Bishop, a neighbor of the Papini’s, said he saw Sherri Papini around 9 a.m. that morning about 100 feet from those mailboxes.
Bishop, a Shasta Lake Lions Club member who was one of the organizers for this year’s Veterans Parade in Shasta Lake, said he was
headed into the city of Shasta Lake with some road cones in the back of his truck to use for the parade and also to do some work on the
Veterans fountain on Shasta Dam Boulevard when he saw her. He and his wife and the Papini’s homes are about a mile-and-a-half from the
mailboxes.
“She was about 100 feet from the (cluster boxes) headed toward them,” Bishop said, noting Papini was wearing what appeared to be
a gray jogging suit. Bishop said from what he understood, she was preparing for Saturday’s fourth annual CASA Super Hero Run Nor
Cal in Redding.
“I waved at her but just before I passed her she grabbed her phone as if someone was calling her,” he said. He said that as he turned back
to look the cones blocked his view of her.

Unfortunately, the link is broken. But this is a pretty specific account from a witness. Then you have general claims on different occasions:

"Neighbors told authorities she was last seen in the mid- to late-morning or early afternoon. She wore a pink jogging top."
And from the Ashleigh Banfield script:
"CASAREZ: How do you even know that she was jogging that day besides the iPhone and the ear buds?
BESENKO: That`s a very good question. We have statements from other citizens, neighbors in the area that did -- did see her, and that we can say that she was last seen around 2:00 in the afternoon of that day."
I do think SP was on the road, and perhaps wanted to appear as if she were jogging. In any event, LE knows who she made that call to, right? I'd love to know.
