On 02/20/2021, an unknown person generated a Crimestoppers report regarding a pungent odor emanating from a blue van parked in the 3800 block of Herman Avenue. Police officers responded to the location to find the unresponsive decedent with obvious postmortem changes lying inside the van and confirmed death.
