10.36.010 Registration required.
No person shall visit any house within the city to solicit orders for, to peddle, or to hawk goods, services or merchandise unless he shall first be registered with the police department. This section shall not apply to the acts of members of any association or society for benevolent or charitable purposes or for the purpose of assisting or aiding any church or like organization. The requirements imposed by this section are in addition to the requirement of Title 6 of this code regarding business licenses. (Ord. 2290 § 1, 1990.)

"Is soliciting allowed in the City of Roseville?"
"Soliciting is allowed, however, there are restrictions. People are required to have a City of Roseville business license, and to register with the police department before conducting door-to-door soliciting.
If you don't want solicitors at your property, you can display a "no soliciting" sign. Solicitors are required to respect this sign and refrain from knocking on your door.
Religious and charitable groups are exempt from the requirement to register with the police department, but are required to respect the "no soliciting" sign.
People can still leave flyers or advertisements on your property, whether or not you have a sign posted. Higher courts have ruled that the leaving of flyers or leaflets is commercial free speech protected under the constitution, so cities and other government entities can't make laws prohibiting such activity."
So, basically contacting the Roseville Police Departments is the FIRST STEP TO REGISTERING WITH THEM TO SOLICIT.
To me, this means, that through PROPER PAPERWORK THROUGH THE POLICE DEPARTMENT, THE FAMILY, AND PUBLIC CAN THEN GO DOOR TO DOOR AND TALK TO PEOPLE, PRESENT MISSING FLYERS OF SUSAN AND GET THE WORD OUT THAT SUSAN IS MISSING.
This is not registering a business to solicit, but still in order to solicit proper channels have to been taken.
But with that said, it also states that this does not apply to BENEVOLENT PURPOSES, BUT the best thing to do is contact the Roseville Police to make sure it is within the law.
