This was a charter school, so likely no union. Though the average charter school doesn't always get top of the barrel candidates. There are some amazing ones that do, however.

I think the dual nature of Charter Schools is due to their small size and well, charter nature.

Small size creates a more intimacy but also means fewer teachers and other staff. This, in turn, means that even a few staff changes when skilled staff leave can have a big impact on the school in regards to quality.

Then factor in the Charter nature. Charters can attract teachers and parents committed to the charter character. These teachers and parents can also lose interest in the charter goals, or simply re-prioritize their needs and transfer out. Their departure can be sudden and replacements might not be that interested in the charter, or lack the skills to balance say, an unstructured learning environment with the need to actually, well, teach something concrete.
