I don't know how it is now but some kindergarten classes used to start in the late am; but that is strange that they took so long to report that little baby missing.

Thanks, didn’t happen in the state I lived in but now realise for “kindy” some have “half days”, so quite possible that was the case here.

Yes, I think so. My mother taught two Kindergarten classes a day, I remember. I know I attended Kindergarten in the morning, leaving school around noon each day. This was in California.

sometimes when reading about cases from the 1970's and 1980's i've found that people thought they had to wait 24 hours to report a missing person case... so that might explain why they waited in this case...
what's frustrating is that there's still no universal answer to that... as much as people say now that there's no waiting period there are still jurisdictions that say they do have one... i don't know if the difference is that it's not "official" or what but i've witnessed it myself... upon hearing that the missing person was possibly in danger for mental health reasons they quickly changed their minds... but i get the impression that they require a waiting period to try and get rid of people who overreact...
from what i could read on the charley project website it seems like she had a lot going against her... she lived in a motel with her grandparents and other relatives she had burn scars on her hip and abdomen she disappeared walking ALONE at 6 years old to kindergarten and despite realizing she was missing when she didn't come home from school... her relatives waited until the next day to report her missing... individually, these things may not mean much, but together they paint a picture of a girl in a vulnerable position...
I wonder how a six-year-old girl disappears off the face of the earth... someone knows what happened, but I doubt the rest of us ever will...
