SANTA CLARA, Calif. -- The county of Santa Clara Thursday afternoon declared a state of local emergency after vandals caused widespread phone outages throughout the South Bay.
More than 52,000 Verizon customers in the area still had no phone service after four fiber optic cables were severed around 2 a.m. Thursday morning. The affected areas include Gilroy, Morgan Hill and South San Jose.
