2 suggestions, but nothing mentioned about tattoos for either of them.
Clayton Randolph Quayle - DLC 1978, Montana, 24 y/o, 5'10". Vehicle found in a rural area (for this to work, it would have had to be some kind of staged disappearance imo)

Joseph J. Bichrest - DLC 1976, Maine, 34 y/o, 5'11", was having financial and marital problems, was being investigated. Credit card activity later seen in Philadelphia. Hard to tell bc photos aren't very good but Joseph might have had a more receded hairline than the UID.
