Found Safe CA - Virginia Paris, 55, Solvang, 1 Sept 2017

At approximately 7:30 p.m., yesterday, September 1, 2017, the Santa Barbara County Sheriff’s Office began investigating a potential kidnapping that occurred in the City of Solvang earlier in the day. During the ensuing investigation, deputies developed information which suggests the victim, 55-year-old Virginia Paris of Lompoc, was kidnapped by her ex-boyfriend, 52-year-old Joseph Hetzel of Lompoc.

Evidence suggests that after leaving the City of Solvang, Paris and Hetzel drove southbound on Highway 101 towards Ventura County and were last known to be in the Camarillo area. The subjects are believed to be driving Paris’ black 2015 Chrysler 200 with a CA License number of 7NGE514. Calls to both Paris and Hetzel’s phones have been unsuccessful, and they are believed to be off or non-functioning.

Paris is described as a white female adult, 55-years-old, approximately 5’06/150lbs, with brown hair and brown eyes. She was last seen wearing a light colored shirt. Associates of Paris report that she recently sought a restraining order against Hetzel which was granted, but has yet to be served.
Hetzel is described as a white male adult, 52-years-old, approximately 6’02/195lbs, with brown hair and hazel eyes. He was last seen wearing a light blue colored shirt. Hetzel has previously served time in prison for possession of items used to make explosive devices, using explosive devices with the intent to terrorize, felony vandalism and criminal threats. Hetzel is believed to have access to firearms and should be considered armed and dangerous. Members of the public are encouraged that if they locate Hetzel not to approach or contact him.

Seen at Starbucks in AZ Sept 3, 2017

GOODYEAR, AZ - Officials in Arizona are hoping the public can help locate a woman who was kidnapped out of Solvang, CA and was last seen in Goodyear, AZ.
According to the Santa Barbara County Sheriff's Office, on Sunday around 7:15 a.m. Virginia Paris, the kidnapping victim, and Joseph Hetzel, her kidnapper, were seen at a Starbucks near McDowell and Litchfield roads.
The 55-year-old woman ordered a coffee drink under her name, and when she was at the coffee shop she told a customer she needed help. Her 52-year-old kidnapper saw the interaction, grabbed her and pulled her out of the store. He then pushed her into a vehicle and drove off quickly, officials said.
While they were taking off, Paris threw out her car registration paperwork, which was recovered by the Goodyear Police Department.
Police say she was taken in a 2015 Chrysler 200 with California license place of "7NGE514." The vehicle was last seen entering the Interstate 10 freeway headed eastbound towards the Phoenix area, according to officials.
Paris is described as being 5 feet 6 inches tall, weighs about 150 pounds, has brown hair and brown eyes and was last seen wearing a light colored shirt.
Hetzel, who is the woman's former boyfriend who she had sought a restraining order against, is described as being 6 feet 2 inches tall, weighs about 195 pounds, has brown hair and hazel eyes and was last seen wearing a blue colored shirt.
Hetzel has served time in prison for possession of items used to make explosive devices, using explosive devices with the intent to terrorize, criminal threats and felony vandalism. Officials believe the man has access to firearms and should be considered armed and dangerous. If seen, he should not be approached or contacted.
The woman was kidnapped on September 1, according to the Santa Barbara County Sheriff's Office.
Anyone who has seen Paris or the suspect are encouraged to contact 911; several police agencies in California and Arizona are working this case together in hopes that she'll be located safely. Anonymous tips can be left by calling (805) 681-4171 or left online here.

He then kicked her into a vehicle and drove off at a high rate of speed. As the vehicle drove off, Paris threw her car registration out of the door and it was recovered by Goodyear Police Officers.

8/14/05 Santa Barbara County Sheriff/s Department officials arrested Joseph Hetzel, 40, of Buellton Thursday night on suspicion of possession of items used to make explosive devices, using explosive devices with the intent to terrorize and felony vandalism.

According to the sheriff/s department, Hetzel is suspected of committing acts of vandalism against his ex-girlfriend, Elizabeth Plews, 37, of Buellton.

The vandalism included poisoning Plews/ dogs; throwing balloons filled with paint, transmission fluid or other liquids against her residence or her attorney/s office; spraying noxious substances on her lawn; and throwing rocks and breaking windows at the home and work place of her current boyfriend/s family, sheriff/s officials stated in a press release.

Plews has reported more than 12 incidents of vandalism since the end of 2004, and she has had a dispute with Hetzel over custody of their child, the release stated.

The Sheriff’s Office is working closely with the Goodyear Police Department and other Arizona authorities to locate and find Paris and Hetzel. Additionally, the Sheriff’s Office is working with the Federal Bureau of Investigations (FBI).

Sheriff’s Office is deeply concerned for Paris’ safety and has a large amount of resources dedicated to this case.

Last seen entering the I-10 freeway headed east. I looked on his FB pages and didn't see any "fond memories" of any place such as Florida, NOLA, Texas.... maybe he doesn't have a plan? He knows she asked for help, so might be angry and mean to her now. Where's he headed?

If he's coming towards Texas I hope the authorities have been notified in those west Texas towns! I can tell you from personal experience that they think everyone is suspicious and will pull him over! I hope she is still safe!
