Firetruck could have better tools. Plus they have a metal 'basket' for carrying people in. Think a gurney but wire and deep so the person can't roll out.

Looks to me like they moved the tow truck up to a better area for recovery. And in the process had to move the firetruck down. The place where the tow truck is now has more of a 'lip' of land to place something on.
