Two separate cases to consider here:
1) Technical violations: in other words, he's 20, she's 16, or something similar. These molesters may be educable.
2) Those soul vampires who specialize in picking on pre-pubescent children. I don't know of any evidence that they can be reformed, or prevented from their horrid deeds. If we can't legally execute them, we should effect something akin to the conditioning in "A Clockwork Orange" until they cringe at the sight of a small child. And that is the kindest resolution I can find to offer.
