The report stated she "intended" to visit her aunt so assuming she never made it back from the dog walk? I also wonder if the dog ever turned up?

Possible match: NamUs UP6143 ↔ Ann Lylyck (RCMP Canada)

UP6143: White female, found 17 Nov 1999 in New York, NY; estimated age 70–90; white hair; known only as “Ann”; died at Lenox Hill Hospital.
Ann Lylyck: White female, missing since 4 Sept 1990 from Toronto, Ontario; age 64 at disappearance (≈73 in 1999); grey/white hair; never located.

Overlap: same first name, compatible age range, matching sex/race, white hair, and a plausible Toronto → New York timeline. No clear exclusions noted.

Ann Lylyck, 69, disappeared in September 1990 while visiting Toronto from Omemee, Ontario. She had gone to see an ailing aunt at St. Joseph’s Health Centre and was last seen near Parkdale Road and Glendale Avenue with her black Labrador retriever.
Neither Ann nor her dog were ever found. Investigators later believed she may have been killed by James Behe, a man she was living with at the time. Behe was later suspected in the 1992 murder of another woman, but he died by suicide, preventing confirmation of his involvement in Ann Lylyck’s disappearance.
