It must be scary for the college roommate to know she'll get out and know who told. I'd be curious to know if she drank much when away at school like so many do. Psychopaths are said to not drink much so they can keep control. Maybe drinking is what caused her to confide though. Does the document say at the end that there is a lifetime ban on being with her family and having pets?

Wow. That is unbelievable, thank-you for posting. Where to start? Her poor family. Reading that is completely alarming. It sounds like all involved are doing everything in their control to assist her in not harming a vulnerable person. I hope it works. :(

Makes me ponder the issue of why every previously convicted child killer and pedo out there isn't on the same sort of restrictions and monitoring as this girl - for life.

It's great she was caught prior to becoming a serial killer - which I have no doubt she would have become and still might if given a chance.

But seriously - there's how many repeat offenders who've actually tortured and raped and murdered other human beings walking among us, free of all scrutiny.

I'd really like to see --every single one of them--- receive this much !outrage! public concern and media attention. Oh, and that massive list of don't-or-else's, that would be great. But yeah, they won't. I have to wonder why.

This girl is smart. I'm guessing that she is quite brilliant. I believe that she knows that she will eventually be caught and jailed (possibly forever) and she needs to feed her appetite. Next time we hear about her it will be for something horrific. She won't mess up before then.

" VANCOUVER -- A 23-year-old woman who was described by a psychiatrist as an "affectionless psychopath" after she butchered two family pets and expressed a desire to murder a homeless person has lost an appeal of a lifetime ban on owning animals.

Kayla Bourque has also failed to have a series of strict probation conditions lifted that prevent her from being around children or using the Internet.

The gruesome details of Bourque's case made headlines in January of this year, when the provincial Justice Ministry issued a public warning that a dangerous, high-risk offender had been released and planned to live in the Vancouver area.

This beast of a person reminds me of the evil that lurks. Please retain her, she will kill again. My God, when you look in her eyes, you see a black pit. Awful

Hi sleuthers, first time poster from Canada here :)

Does anyone know if she got to choose where she would reside (New Westminster, BC)? Another woman by the same name also lives there (or lived, the article is from 2013):

I find it odd, since they're also both from Prince George and it seems the convicted Kayla Bourque knew of the other (see user Kazoo's first post on this <modsnip>. Of course there's no guarantee they're being truthful, but I remember reading about KB trying to pin her record as a minor on her namesake somewhere else; I'll try to find it again and post it here).

I'd love to hear your thoughts on this.

What a shame that a person with her history has to be released! Giving a public alert that she is on the street again, where she is living, and asking for the public to help monitor this gal on her strict probation rules is ridiculously scary.

Why is she not institutionalized with the psychiatrists reports and her record? I guess she must commit a violent mass murder act before she is locked up!

Kayla Bourque, 26, will be allowed two-hour excursions away from her New Westminster, B.C., halfway house once a week, a provincial court judge ruled Thursday.

She will be allowed to leave home from 9 a.m. to 11 a.m. on Thursdays provided her parole officer consents. She will also be required to wear a GPS monitoring device and give her probation officers route details.

As everyone expects this woman to re-offend in some horrific way, I wonder if this is the legal system's way of giving KB enough rope to hang herself and get re-arrested. Their hands are pretty much tied as she has served her sentence for torture killing animals. She has to report her route for her excursions. I can't imagine that they won't be watching her...hoping for her to step off the "route" so that they can say she violated bail conditions.

(Luckily they denied her request for internet access so she can't fuel her 'appetite'.)

This woman cannot be rehabilitated. She is violent and motivated to kill. To those in New Westminster BC, I suggest you stay off the streets on Thursday mornings until she is rearrested!
