I wonder whether provincial availability of Proof of Vaccine documents depends on whether the province has made those documents mandatory to enter some businesses.

I had one vaccine through Health Services and one through a pharmacy. I have two hard copy documents that both say first vaccine. However, when I downloaded the proof of vaccine document, both vaccines are lists with correct dates, demonstrating first and second shots. The pharmacy submitted the documents to Health Services.

It seems to me that First Nations could solve the problem by uploading the info to COVAX - similar to how pharmacies manage the information.

What is Health Services? Is that Alberta's public health ministry?

No, I don't think so. Ontario Public Health had a system in place from almost the beginning of the vaccination rollout, afaik. But the province is working on an app to scan codes for p-o-v. That's not been launched yet.
