All of the dogs are accounted for and in good health, police said.
The van, which was last seen just after 11 a.m. parked outside a downtown condo building, was found about 4.5 kilometres away, near 200 Queen's Quay East. The pets are set to be reunited with their owners on Friday night, once police gather some statements.
The dogs appeared untroubled by their ordeal.
The people who found the dogs, in an industrial strip near Lake Ontario in the city's east end, as well as officers held onto the animals' leashes as the 16 dogs of various breeds wagged their tails.
Police cordoned off the van and also handed out kibble.
The owner of dog walking company SoulMutts says the company is making security changes after the theft of a van carrying a number of dogs.
