I also read that Finnigan only weighed 60 pounds. Will find link.

ETA: OK I know I saw that but this link states he is 71 pounds.

Finnigan’s description was broadcast. He was 4 foot 6 inches, 71 lbs with short blonde hair. He was last seen barefoot and wearing grey shorts and a T-shirt with a Special Olympics logo.

It's mentioned in the Hamilton Spec article:

That is likely why police issued an Amber Alert at about 3:30 p.m., which suggested they believed the thin, four-foot-two inch boy who weighed just 60 pounds had been abducted.

thanks Lexi for posting this... This police tape looks to me like it is on Sullivan (only) so it means to me that he was found in the culvert on Sullivan, not the one at the corner of Sullivan and Ann... However the pipes may be connected underground.
This is a link to where I assume sweet Finn was found, https://www.google.ca/maps/@43.2625688,-79.9717735,3a,90y,84.97h,82.56t/data=!3m6!1e1!3m4!1s57CsbTrYn3gBU9o0OgqZ6A!2e0!7i13312!8i6656

Wondering if this case is in any way connected to the other missing boy, Arnold Knelsen, 13, or just a coincidence?
imo speculation.

Finnigan located submerged in water. They believe he passed away before the search began. Cause of death: drowning.

Nothing to suggest foul play.

They believe he was submerged in water until he was discovered. Depth of water and distance Finn was inside the culvert (under road) hampered the discovery of his body.

It looks like a tragic accident I'm glad nobody harmed Finnigan may he Rest. In. Peace. I hope his mom gets any counselling she may need and she doesn't blame herself it isn't her fault. Finnigan's parents and family are in my prayers.
