OTTAWA — Police have charged 29-year-old Adam Picard of Orléans with first-degree murder in the death of Fouad Nayel.
Picard was to appear in court on the charges Thursday morning.
A first-degree murder charge is laid police believe the June slaying was either planned or happened during the commission of another crime.
Police deployed a tactical unit Wednesday morning for two search warrants executed in Ottawa’s east-end. They also hauled in two other men, who were being questioned into the night. They were later released.

Picard stood statue-still and said nothing more than his name during the brief appearance in court by video from the courthouse cells.
Earlier, Nicole Nayel told reporters outside court that she had suspected Picard from the beginning. The two men allegedly knew each other through a cousin, she said.
Nicole Nayel said she was led to Picard through her sons phone records. She called him and the two met multiple times, she said.
I talked to the person. I knew thats the one.
She told reporters that Picard phoned Nayels cellphone five times the day he went missing on Fathers Day, last spring.
Picard was arrested Wednesday after he was lured to an Ottawa police station to pick up a lost cellphone.
Picards lawyer, Sean May, confirmed his client once served in the Canadian Forces, but is no longer in the military.
Picard told Nayels mother he served in Afghanistan.
Hes in shock, said May. I dont think that he has an adult record of any kind. Hes waiting to see what the disclosure says as we all are, said May.
On the day jury selection for the trial was to begin, the Nayel family was told that Picard's then lawyer, Lawrence Greenspon, had successfully argued the length of delay in getting the trial started nearly 48 months violated his client's constitutional right to a trial in a reasonable amount of time. ​
Ontario Superior Court Justice Julianne Parfett stayed the first-degree murder charge on Nov. 15, 2016.
Ontario Attorney General Yasir Naqvi appealed the stay of Picard's murder charge, and a hearing on the issue was held in Toronto in June.
In a decision dated Thursday, Justices Paul Rouleau, David Doherty and Sarah Pepall agreed the stay of the murder charge should be lifted and Picard should stand trial in Ontario Superior Court.
They ruled there was not enough time between the issuance of the Jordan decision and the beginning of the trial for the Crown to react and adapt.
When (the trial) will happen remains unclear and while court heard there are hopes to set trial for November, that may depend on Picards next legal move. His lawyer, Lawrence Greenspon, is not only considering an appeal of this weeks ruling but also another application to stay the charge again for delay of trial.
