Dan McLaughlin of the B.C. prosecution service said Tuesday that three counts of first-degree murder and one count of second-degree murder have been laid against John Brittain, 68.

Mayor John Vassilaki said Brittain was an employee of the city’s engineering department for several years before he retired and he was “very saddened” when he learned of the charges.

“He was a gentleman. He did his job well,” Vassilaki told a news conference. “He was very in favour of what our community was doing, was always involved in community matters, him and his wife.”...”

Just found the thread to write the same thing. Also, the way he calmly went and turned himself in. He was obviously unaffected by killing one person, and went to kill 3 more. Some kind of law-abiding mass murderer? Like he knew the consequences would be spending the rest of his life in jail, but believed it was worth it?

Very shocking for the community and families. RIP for the victims.

Reading this report it appears the alleged shooter’s marriage had broke down at some point. The wife of one of the victims is speaking out, but critical of the estranged wife. Don’t know what that has to do with anything, she wasn’t the shooter. Sad situation all around though, unfortunate mental health treatment wasn’t sought before it came to this.

“Rudi Winter, 71, was among those killed during a spree Monday that lasted less than one hour and ended with the 60-year-old suspect surrendering to police.

Winter was shot around 10:30 a.m. outside a duplex on Lakeview Street where he was doing maintenance work for a friend who owned the building.

The shooter then drove about 10 minutes to Cornwall Drive, where his estranged wife and the Winters lived, and killed three more people there.

Winter’s wife, Renate, said she shares a property line — and frosty relationship — with the suspect’s estranged wife.

“We cut a tree down in our yard and she had a fit, so any time we did anything she had a fit, so we don’t talk to her,” said Renate.

“She called the cops because my husband was putting rocks in between our properties, and maybe his big toe went on her property.”...”

Cripey, how weird. This woman doesn't seem to be at all grateful she wasn't shot too. Who are the 3 people killed near her home, possibly the estranged wife is one but the papers can't print that. And so the neighbour is bad mouthing someone who was just murdered?

He was 68 years old, probably no criminal record. Calmly walking into the police station ensured he didn’t get shot during a take down. Yes just too weirdly methodical....he must’ve believed it was worth it.

It sort of reminds me of a disturbing real life illustration of what was only intended to be a joke when it first began - how research has demonstrated seniors are treated much better in Canadian prisons than in govt run seniors homes or nursing homes. Also like the ending of the movie out not too long ago, The Mule.

Let’s put seniors in jail, and criminals in nursing homes

I haven’t noticed any other names yet but the estranged wife would sure be extremely fortunate if she’s not one of the victims.

Maybe Winters wife was suffering from shock or something because I agree, what she said makes no sense. Was it really necessary for the media to publish that, even to interview this woman who just lost her husband to murder, I don’t think so. But sadly, it does give an inkling of the high level of the toxicity between the neighbours.

He sounds and looks like a model for a successul man. But something went off the rails, and 4 innocent people died in the process.

Yes good question. It appears he must’ve methodically planned this all out in advance, including determining the locations of his intended victims.

I also noticed he’s charged with 3 counts of 1st degree murder but 1 count of 2nd degree. The names of the two victims at the one house haven’t been released yet so I’m only speculating one of the two might’ve attempted to protect the other and if so, this horrible crime is even more chilling.

He should’ve just driven himself to the police station before he went on this rampage and admitted to LE what he intended to do. He’d have received attention to his mental health and his four victims would still be alive.

More information in the above link. So it was the above victim whom the suspect was charged with only 2nd degree murder for some reason. The 3rd and 4th victims appear to have been a married couple. Once again, more criticism levied against the estranged wife. I’ve never seen a case reported this way, ever. It says in this same media report that the alleged gunman is believed to have resided on that street until moving out on his own several years ago before the pair began trying to reconcile. So JB allegedly went on this horrid killing rampage to resolve issues his estranged wife had with neighbours in the past? Makes no sense, not that murder ever does.

Brittain seems to have flown under the radar since he retired in 2014 from his job as a development engineer for the City of Penticton. His estranged wife, however, remained a constant thorn in the side of staff and elected leaders.

A former city official, who spoke on condition of anonymity because he wasn’t authorized to discuss the matters publicly, said Cathy Brittain made dozens of calls to City Hall to complain about her neighbours.

In particular, she was concerned about smoke from a wood-burning stove in the Winters’ home next door.

“She claimed that the chimney wasn’t regulation height and therefore was causing a downdraft of particulate into her property, which she claimed affected her health and her ability to be outside enjoying her yard,” said the official.

“There was also a drainage issue with water from Rudi’s property onto their property.”

The official said the majority of his dealings were with Cathy, although he saw John occasionally: “Everything seemed to be good except for the neighbour dispute.”....”

Nothing that explains what might’ve happened, that’s for sure. Some type of severe psychotic episode caused by something ???? It’s highly unusual for people to speak out favourably on behalf of an accused after four people have been shot dead. I didn’t link another media article but somebody who lived nearby also stated he was a nice, friendly guy, the type one would ask to look after their home when away on vacation. But he wasn’t aware of the estranged marital relationship, often saw the two out walking together in the evening.

Two witnesses also spoke out, one who says he walked past JB who was carrying a rifle with a scope, looked like he was angry and on a mission. Another who says she heard yelling.
