A search in the pipl.com international directory returned NO RESULTS for a William Orders or William Jon Orders from Burnaby, BC, Canada where he was reputed to be from.

I read several stories none of which gave the least details of the 'victim'. Not where she was from. Not anything at all about who she was.

If she's this person, then it begs a few other questions as well, as the one above about how come I could find no obituary or funeral arrangements, just some vague memorial in the woods where she died according to the news stories which seem oddly sketchy.

Yes that would be her, she worked for the provincial Ministry of Environment. I did not know her but also work for the province. This article gives a little info on her:

"By all accounts, Lenami was well known in government and clearly a bright light," recalled Environment Minister Terry Lake in a tribute at the legislature this week. "I can only imagine the unspeakable grief that her parents and family must be feeling today."

She also volunteered for the Vancouver Food Bank, was a cyclist and played ultimate Frisbee. Louman-Gardiner said she was quiet but brilliant – and even a little mischievous.

This is a donation drive. True, it would have been the perfect article for including her obituary or funeral arrangements. But, they didn't this morning.
And the calling of her bf just David in all the articles is kind of odd also.

Since she was killed April 28, it seems like more than enough time for funeral arrangements to have been announced.

William Jon Orders, 51, received a five-month jail sentence for criminal negligence causing death...

The video starts with Orders and Godinez-Avila taking off from the mountainside. Shortly after, it becomes obvious that Godinez-Avila's harness was not hooked onto the glider, the court heard. The footage shows her clinging desperately onto Orders and the hang-glider while Orders attempts to clip her in, but she slips off and falls.

Defence lawyer Jeff Campbell told the court last week that Orders was distracted by a number of things prior to the launch, including an argument with his assistant earlier in the day and by his new video camera, which was attached to the hang-glider.
