Possibly this doe? New York borders Quebec. UID is 5'10, Norman is 6'0. Approx 20 months prior is right around the time he went missing. Right colour of hair, and the sketch looks like him. The thing that's bugging me is the clothing, but I thought it was worth posting anyway.
