"Tips to the designated hotline, based on people resembling the composite sketches police released first in October, then again in January, or on men who choke in their intimate relationships, are still coming in, but they’re dwindling, Dugal said.

At peak, they were coming in at a rate of 15 per hour. Police now are getting one or two a day.

Serial killer Paul Bernardo was identified as a person of interest when Toronto police were hunting the Scarborough rapist. His DNA sat on a shelf for two years. Dugal says the Ottawa public needn’t fear something like that happening in this city.

The entire system for managing major cases in the province was adopted as a result of the Campbell Inquiry, which reviewed the Bernardo investigation.

“It’s lessons learned basically from Paul Bernardo and other major cases where exactly that happened — information was misplaced or no follow-ups and things. The Ontario major case management model simply doesn’t allow for that.”

There are deadlines, there are follow-ups, and there are always next steps in what Dugal called a “methodical, painstaking process.”

Ottawa police are communicating with other forces and jurisdictions because the suspect’s whereabouts is still unknown. At this point, there are no links to crimes committed anywhere else and no new cases of sexual assault that match the similarities have been reported since police went public with the investigation.

“We don’t know who he is,” Dugal said. “We don’t know where he is

This guy is a witness.

Ottawa police released this photo on Feb. 13, 2014 saying he was a witness to a sexual assault in the Chapman Mills neighbourhood. They would like to talk to him about what he saw. (Photo courtesy of Ottawa police)

That is strange dotr - it looks like a little basket the way it's swinging in his hands. Then it disappears from his hand as he walks out of camera view. Or is the video out of sequence?

What is blanked out at the forefront of the video? The name of the building?

This SOB was arrested today in south shore Montreal. What are the odds that this is the same guy wanted in Ottawa? Only an hour distance from Montreal to Ottawa.

From the Ottawa link

A 14-month gap between the first and second attacks, followed by an eight-month “cooling off” between the second and third, suggests an escalation in this man’s thirst for erotic violence.

Wow, this is the same guy? Sure looks like him.

This will be a good case to follow as far as the 'cooling off' period goes. What was this guy doing in the eight month 'cooling off' period? Simply suggesting watching/checking to see if in fact there is such a trend. Can't help but wonder if movies sway the thinking in such cases, even for experts.

Comparing Bernardo if nothing else. What was Bernardo's thinking between rapes? Or did opportunity just not exist between attacks?

What is going on here?!
So far there there has been serial sex assaults at UBC, in the Ottawa area, near S. college in Ontario and a cluster of s. assaults in Montreal too

"Robert said each victim was approached as she walked alone in the early or late evening by a man asking for directions in French and English.

Early incidents involved the man making aggressive comments and sexual proposals. These escalated to indecent acts and sexual touching.

The assailant was often armed with a knife, but this changed to a gun in November 2012, said Robert.

Georgescu, who resided in Brossard from 2001 to 2011, faces 32 charges including armed sexual assault, sexual assault, possession of a weapon, indecency and forcible confinement.

Robert said the investigation to identify and find the assailant was one of the biggest serial crime investigations in the Longueuil police department’s history.

Police received more than 300 tips from members of the public in response to their release of a composite sketch.

Robert said the break in the case came when one woman recognized the man in the sketch and contacted police in November 2013.

Investigators believe Georgescu may be linked to at least another 16 cases with similar characteristics in Longueuil, as well as other cases in the Montreal area, where he is known to other police forces

Wonder if he tried to wrap something around a bitten hand, also reminds me of a little swinging doggie bag.

It's definitely not the name of the building, which has been announced on the news.. .and YAY I live here *sigh* the mirror you see him standing in front of his full length, but if you look in it at the beginning theres something just outside the blurring. I am going to assume either someones belongings or a person sitting on the ground. There are sometimes kids playing in the lobby, or waiting for their parents who are getting their mail(the mailroom is right there but you cant see it) or talking to the landlord/maintenance guys.

Where he comes running from near the end indicates to me that he definitely doesnt know the building and only came in because of chance. He's running from the stairwell, however theres an exit door right off the stairwell that would mean he wouldn't have been seen on camera.

If it was someone who lived here he would have come in said side entrance, gone up a floor and used the elevator(cameras only on main floor and basement and in pool areas and parking) then gone back out a side entrance.

I'm very glad I live on the top floor, but have always been uncomfortable in the neighbourhood, although the vast majority of people are lovely there is a high incidence of sexual assaults.

This happened quite a while, but they've really only upped security since it hit the news.

This was the sketch for the Montreal guy. He lived on the south shore of Montreal until 2011. Where did he go after 2011?

IDK probably not the same guy but worth looking into if they haven't already.

Georgescu is a Romanian name. The Ottawa perp is described as Middle Eastern.

But amid the sparse information released so far, one angle is beginning to take form. This appears to be an “organized” calculating criminal who devises his attacks to avoid detection. That may give police clues about his personality. Organized predators, for example, are often socially adept and can appear psychologically stable. This man may have a wife, fiancee or girlfriend and a good job.

(The opposite is a “disorganized” perpetrator acting haphazardly and on opportunity, such as grabbing the first woman, any woman, who comes along.)

The organized criminal also is not stupid. He’s not going to put himself in a position where he’s too vulnerable. While many criminals operate in geographic zones where they feel comfortable, such as neighbourhood where they grew up or work, the three confirmed and seven possible attacks in this case run from Barrhaven to Orléans.

Thinking you might be right about perp being organized after rereading this statement in news link in post #4,

"Witnesses have said the man takes care of his appearance and is described as a “fashionable or neat dresser

Did I understand correctly that you live in the building where the s. assault took place?!!!

Yes sadly, you understood correctly! :(

I'm just glad our building was a target and not our neighbours. We share parking and health facilities with a seniors apartment building and I hat to think of any of them being targeted.

Snipped by me - the linked video from Montreal CTV News reports that Georgescu lived with family - no specific relationships given.

I followed 9 attacks just now and they all took place between 10:00 pm and 4:30 am. Does the family work nights so did not notice a trend between the attacks and their family member not at home? They didn't see the sketches or the camera images? What was his behavior like when he came home in the wee hours of these mornings?

Could get awkward. Jmo.
