Ronald Peter Tibando, 54, wanted in sexual assault investigation.

"Toronto police say they are looking for a man, who they describe as extremely dangerous, in connection to an alleged sexual assault and stabbing at a rooming house.

Police allege the incident happened Thursday at about 3 a.m. when a man entered the room of a woman with a knife, sexually assaulted her and stabbed a boy.

Police say the boy’s injuries are considered non-life threatening."

The Toronto Police Service requests assistance locating a man wanted in a Sexual Assault investigation.

It is alleged that:

- on Thursday, August 30, 2018, at 3 a.m., a man was at a residence in the Hilda Avenue and Steeles Avenue West area

- the man entered a room armed with a knife, sexually assaulted a woman and stabbed a boy who received non-life-threatening injuries

The suspect is described as 5'10", approximately 180 lbs., short grey hair, balding, gold tooth.

The suspect has been identified as Ronald Peter Tibando, 54, of Toronto.

He is wanted on a Warrant for:

1) Break-and-Enter with Intent
2) Sexual Assault with a weapon
3) Assault with a weapon
4) Forcible Confinement
5) Assault bodily harm
6) Utter threats

His photograph has been released.

He is considered violent and extremely dangerous. If located, do not approach. Call 9-1-1 immediately.

"Tibando has been released even though he is considered to be a high risk by local police services. The Behavioural Assessment Section of the Toronto Police Service's Sex Crimes Unit, in partnership with York Regional Police and Correctional Services Canada, have all deemed Tibando, 43, to be a high risk to re-offend. Tibando was in prison for raping two women in 1980 in underground Toronto parking garages. While on parole in April, 1989, he attacked a woman from behind when she got off a Peel Region bus. Tibando dragged the woman to a park and sexually assaulted her. Being behind bars did not stop this predator from sexually assaulting a female staff member and forcibly confining another during the same incident."

I am very surprised he was released to the public sector. How many times must he rape someone to be put in prison, forever. I'd think (not that this is important right now) that the woman and boy in this case have legal redress against the penal system that let him out again! Especially when educated predictors are "he's sure to reoffend". Dang.

I would have thought this guy qualified for 'dangerous offender' status when he SA a female staff member at the facility he was incarcerated in for SA other females.

Imo he doesn't have all that many options to hide for very long - he'll run out of cash (using an ATM is impossible for him now) and there is no mention he has a vehicle - any stolen vehicle in the area will put LE on heightened alert. The summer resort areas will be empty by tomorrow so that narrows him down to a highly populated - as in staying in the GTA area.

Surely a conviction for this SA will put him on the dangerous offender list - too little too late imo but better than nothing. Jmo.

The suspect in the subway rape sounds like the description of the fugitive from the halfway house.

Once they find this guy, they need to lock him up, and throw away the key.

Arrest made after woman sexually assaulted, boy stabbed at Newtonbrook home
"Three days after releasing a photo of a suspect wanted in connection with this investigation, officers said an arrest had been made.

Ronald Peter Tibando, of Toronto, is now facing seven charges, including break-and-enter with intent, sexual assault with a weapon and assault with a weapon."
