"Where is killer Zhebin Cong?

That’s the first question. For the Centre for Addiction and Mental Health and Toronto Police, there are some others that need to be asked, and answered, too.

So far there is little information on any of it.

What we do know is 47-year-old Cong has been on the loose from the CAMH facility at Queen St. W. and Ossington Ave. almost two weeks ago".

"The release described him as 5-foot-9 and 200 pounds with a heavy build and short black hair who has “trouble speaking English” and said “police are concerned for his safety.”

Perhaps the authorities should also be concerned for everybody else’s safety?

After all, less than five years ago, on Sept. 18, 2014, Cong was charged with murder in the stabbing death of San Tai Yuan, 56, on Axsmith Cres. in Don Mills. Two other people were also transported to hospital"

"The public needs to know why a person with a vicious past is staying in a hospital instead of a secure custody location and when he took off, why the public wasn’t told about it?"

Police searching for man who boarded plane after reportedly disappearing from CAMH

"Toronto police said Tuesday that Cong has "fled the country" and that he boarded an international flight on the same day he was reported missing.

According to a report from Newstalk 1010, Cong disappeared from the Centre for Addiction and Mental Health. CAMH would not release any details about Cong due to confidentiality policies.

However the mental health facility released a statement to CP24 saying that they take safety "very seriously."

"CAMH has a forensic mental health program, which includes secure forensic units," the statement reads. "Patients are admitted to forensic mental health programs on order of the Ontario Review Board (ORB). CAMH takes public safety very seriously and works closely with police. The ORB sets the parameters of supervision and management for people found not criminally responsible."

Police said they are working with international law enforcement agencies to try and locate Cong and described their investigation as "ongoing."

"In order to enrol fugitive killer Zhebin Cong in English-language training programs to help his mental health treatment, his psychiatric team worked to get official identification documents for the Chinese national, National Post has learned.

It is not known whether new identity papers materialized or helped him leave Canada, but Cong, found not criminally responsible for a brutal 2014 murder on account of mental disorder, is now an international fugitive after fleeing a psychiatric facility in Toronto and boarding a plane out of Canada.

His flight should not have been a surprise. Cong, 47, repeatedly declared a “concrete” plan to return to China if he had the chance, his psychiatric records say. He was “very fixed” on returning to China and adamant about not continuing English classes because it will be useless to him when he gets back home. His treatment team had difficulty arranging for his discharge from a psychiatric facility to live in the community because of his fixation on moving back to China, his reports say."

I guess my next question is....if they find him in China are we going to have to pay to bring him back here and pay for his "treatment" and upkeep?

I'm just glad he's gone. They can keep him and deal with him.

However, this whole incident has shone a light on the lack of security at CAMH and the fact that highly, and I mean HIGHLY violent people are housed there without adequate oversight. Seriously...they were trying to integrate him back into society?

Yikes.

"A decision by the Ontario Review Board (ORB) dated May 9 said that Cong had been detained at CAMH “with privileges extending to living in the community in approved 24-hour supervised accommodation.”
"In the board’s decision, it was determined that Cong continued to “pose a significant threat to the safety of the public.”

“Without the oversight of the hospital under the Board's jurisdiction, we find that it is more probable than not that Mr. Cong will again stop taking prescribed medication and stop essential mental health care and risk management follow-up, will suffer a relapse of his illness with acute psychotic symptoms, and will engage in seriously harmful criminal conduct,” the document read.

The documents also said that Cong expressed a desire to return to China."

Statement from Chief Mark Saunders

On July 3, 2019, the Toronto Police received a report from the Centre for Addiction and Mental Health (CAMH) regarding a Zhebin Cong.

The Service was informed that the individual, under care as a patient of CAMH, was a “low risk” to public safety and to himself, and had not returned to CAMH while out on an unaccompanied public pass, as permitted by the terms of his Ontario Review Board (ORB) disposition.

An investigation was commenced on July 3, 2019. Several officers engaged on the file and conducted check-ins with CAMH, known addresses and shelters and hospitals over the next 11 days.

As the investigation continued, a decision to appeal to the public for assistance in locating Zhebin Cong was determined. The Toronto Police Service tweeted the particulars at 8:01pm on July 14, 2019, which was followed by a news release the next morning on July 15, 2019.

Investigative work continued. We learned on July 16 that Cong arrived at an airport, cleared all security checks and boarded an international flight.

I take this incident seriously. Two investigations are underway:

Investigation in to Zhebin Cong: The police investigation has been escalated to a full review beginning with his departure from CAMH to his status today as being unlawfully at large. We will review if he received assistance, money, or a passport from anyone who may have facilitated him leaving the country. We are working with Canadian and international law enforcement agencies. We will be seeking a Canada-wide warrant to aid in taking him in to custody if and when he returns to Canada.

Internal Review: I have instructed my team to conduct an extensive internal review of our procedures to identify any gaps in this incident from the police side so that we can ensure we exercise best practices. This will include but not be limited to looking at process, training and communication with our community agencies."

IMO, MOO etc. Leave him in China, let them deal with it. Today it was reported that he was known to have major mental health problems when he came to Canada.

I hope we don't spend another dime trying to find him/return him or anything else.

If he's happy with his Mother in China, let him stay there as he might be less of a risk in his own environment.

This is in NO way a racist comment, its very unsettling to move without changing countries, he only wanted to go back to China. Perhaps he will cope better with his family members.

The proximity of CAMH to U of T/student housing makes this even more worrisome...

"Toronto's Centre for Addiction and Mental Health (CAMH) says it will take a number of steps to stop patients from walking away from its Queen West facility.

The changes come after several high-profile cases last summer when three patients — including Zhebin Cong, a man found not criminally responsible in a deadly 2014 stabbing — walked away from the facility, prompting concern from the public.

Cong was able to leave the country, while another committed two robberies while being out of care.

Now, an expert review is recommending 12 steps to improve security and stop what CAMH calls forensic unauthorized leaves of absence, including:
  • Creating a secure perimeter around the facility to allow patients to get fresh air, without the need to get a pass. The Canadian Press reports that CAMH says this will be a fenced-in area on the campus.
  • Speeding up redevelopment of the campus (construction on new buildings is already underway).
  • Immediately creating a memorandum of understanding with Toronto police that sets out what information can be shared with the service and when.
  • Working with patients to ensure they understand the pass system (those passes are only issued, the report says, when clinical teams deem it safe.)
  • Work with the media to create better understanding of the forensic mental health system, something the report notes is "often poorly understood."
