Because hopefully, she won't be bonded out. There may be additional charges to come as well besides these which will up the bond amount.

The woman that Cindy put her arm around is the bounty hunter that has been with her inside the whole time, I bet........

They couldn't arrest her just because they knew she'd taken the money. They had to get bank records, security tapes, etc., get a judge to sign an arrest warrent and such like. I don't think it makes them look petty. They've got to make this arrest some time; better now than in the middle of a murder trial. Maybe it doesn't concern them when she can be bonded out.
Anyway, it's not as if just because she's a person of interest in a missing child case that she is above the law on any other charges.
