Looking strictly at the leak incident, gross negligence and reckless endangerment might be the bare minimum starting points of investigating criminal or civil culpability of those involved.

I think that many of the activities before and after the lab leak could fall into the category of criminal behavior and must be investigated fully to help prevent another catastrophic pandemic.
