This perp must be awfully comfortable with the area. Why would an abductor risk dropping off a book bag in a community on a weekend night when people are often more likely to come and go? Also, why would he risk dropping it on the corner area that leads into a cul-de-sac? More people are likely to see a strange car in an area like this.
This sounds very local to me. Much like the Holly Bobo case. Her phone (or what we think was her phone) was found in a local area that had already been thoroughly searched. Officers in that case felt the phone was a plant.
