I live in Appalachia/north ga near the gold belt/Dahlonega gold rush. The corrugated pipe used for culverts on mountain streams is a great place for panning for gold and gemstones. They work like natural sluices, but don't tell anyone. It is a secret..

The reporter said NEAR W. 4th and Santa Fe.
I looked at his store (on Santa Fe) last night on a Google map and I watched the video on KDVR and the locations did not match. The store looks like it has living space as his home and business address are the same. The reporter said no one was arrested from the home he was reporting from last night.

As I said in my post. I have no idea if this is the right guy ... but thanks for the info. He's still on my radar for a few other reasons.

That said, he does not appear on Vinelink.

Comment on photo and I am assuming that this is picture of 'the crime scene culvert'. I have seen some posts wondering how he got the bag and himself thru the fence, but from this picture, it appears he did not go to the other side of the fence. The culvert is on the road side.

Am I behind and those posts were prior to the info released that the body was found in the culvert. tia

I am fairly certain that Jessica's body was found in the open and not in the culvert.

In the last couple threads, there have been pictures posted that were shot from a news site helicopter over the crime scene that showed (grainy) shots of her remains being placed on a stretcher.

That stretcher was clearly located next to or near the fallen tree, well away from the culvert.

You can see the depression in this photo. I work in an industry where stormwater runoff has to be controlled. I also live in a rural area where culverts are important for road purposes. You're right though, awareness is relevant to importance, lol.

If it weren't associated with the horror that it is... its really such a photogenic area. :*( Makes me wonder if its a shutterbug/photo hobbiest?

Since his crime was 5th degree (attempt sexual assault) he doesn't make the state list???

I appologize in advance if this has been addressed, but that first database is NOT a state database. Notice the "douglas" in the URL. That is for Douglas County. It is a county database. The county I live in. Therefore, RSOs registered outside the county will not appear on that list.

I hope this helps :)

ETA...just noticed the sotar site does have other counties database...

The LE. said (in so many words) the dismemberment looked like it was done by someone who knew what he/she was doing. I would check out butchers at stores. They also said it would take someone time to do this. They are checking cars and houses. They said this is the work of a sick person. He/She was trying to rid the body of prints etc., must not be up on DNA..or thought it would take a very long time. :seeya:

Im really not convinced that the perp wanted her body to be found but was just inexperienced and panicked. The culvert in this open space would seem like the best option IMO for a close but somewhat desolate area. If he really wanted for her to be found, why not put her somewhere more obvious and why worry about removing her head and hands? Maybe they ran out of time? Maybe they panicked which is why he never made it to the mtns, where it is very unlikely she'd ever be found.

Another reason I believe this is that I absolutely believe the perp was trying to throw LE off his scent by placing the backpack in the opposite direction of the body. He was starting a fire IMO so that LE would be drawn to Superior instead of Arvada and gain him some time...

I had a feeling it was going to be hands and head...body parts that would probably contain the most DNA from the perp.

I had that feeling too. Then I thought he was probably thinking he was going to delay ID if he did that, so obviously not the brightest bulb in the box. I wasn't sure if we were looking at a situation like Zahra's where the remains were deliberately disarticulated in such a way that the remains were almost completely destroyed.

So I'm left wondering a few things about the mindset of this character. JMHO

Since they are being specific about what is missing, and the head and hands would certainly make it easier to identify body. I think that rules out animals. jmo

While none of us wanted to believe Jessica was dismembered I have always felt she was and by the monster who kidnapped her.

And I think the police wanted the community to know it too. At the PC they didnt have to mention that she was not in tact. They easily could have just said 'due to the condition of the body it will take a little longer to get an ID' They want the community to know just how sadistic and dangerous this person is and what he has done to Jessica. They know the more empassioned the citizens are and outraged the more tips they will receive.

If it had been due to animal activity which would be very evident the LE sources would have told the reporters that then.

I think he may have dismembered her because he lives in the close proximity of other homes/apartments where it would be difficult to get a child's body out of the home without being noticed. He used the black garbage bag found at the scene to transport Jessica's remains imo.

Imo, he is local and may be someone who is employed with a company that gave Columbus Day off this past Monday. Such as a city or government worker/postman/garbage collector/water/light and gas divisions/ etc. He would have Friday through Monday to get rid of the evidence. He may live alone or may still live with his mother or he may or may not be married. He may have a workshop of some kind behind his home or a shed. He has been to the crime scene before where Jessica was found maybe flying model airplanes or riding ATVs or maybe on his route when working.

These are just my speculations of course.

What is uncanny to me is in the cases of late where children were kidnapped it is always on a Friday.

Thanks for reminding me of that! I wonder where the idea of the culvert being involved came from.

In the UK, sex offenders are placed on the Sex Offenders Register, even if they have not been convicted of offending, providing there is reasonable evidence they have potential to offend. They are obliged to disclose their full details, including bank accounts on initial registration and from then on must inform LE of any changes of address or vehicle, trips out of the country and must meet annually with police to confirm their details.

Could someone please explain for me how this works in the US? Does is work in a similar way to the UK, apart from the information is made available to the general public.

Reason for asking - I found a site with mugshots of loads (around 100 maybe) of unregistered sex offenders in the Denver area alone - what is an unregistered sex offender?

Many if not all of those "mugshot" sites are not accurate and are privately owned and should really not even be used as a source of reference. I have checked people whom I know are incarcerated, released, have multiple felonies, etc....and none of them were on any of those sites.

I just have a weird feeling that this perp is older than most of you suggest... possibly in his early 60's. Lots of time on his hands, but still has to "check in" in the evenings most of the time. Not a RSO. Not saying he hasn't offended before... he just hasn't been caught, which has allowed him to work up his courage to actually murder this time.

T4Tide, you may be on to something. Imo, he is an experienced sexual predator/SK that has honed his skills; likely for decades..

As technology advances in investigations; DNA forensics, communications, etc. It has also advanced in other areas such as the medical field. With the advent of erectile dysfunction drugs.
Imo, there is a new emerging sexual predator profile; the age and experience of these predators, especially child sexual predators have dramatically increased, imo.
Researching serial killers/sexual predators, I have noticed the age progression of many of the ones apprehended in the past few years.jmho

The RSO in Denver we looked at last night, owns a carpet sales and installation company. The reporter gave a location of 4th & Santa Fe, his address was the closest match. I have no idea if this is the right guy, but I have to believe they are looking at him for a reason. Maybe he had some jobs in the area when Jessica disappeared.

He did not show up on vinelink last night, I'll go check this morning.

The man who molested my daughter had a parole hearing in July. Thanks to CAPER/Websleuths, his parole was denied, but in the process, he was asked what his plans were if he was to be released. He stated his intention to go back to selling/installing carpet. I thought he was being unrealistic, since going to people's homes to measure rooms or lay carpet might put him in proximity to children (he will have to register upon release). I assumed that this sort of employment would be out of the question for him, perhaps in part because the flooring company he worked for when he was convicted fired him the same day he was found guilty. Now I have to rethink this. If the above-referenced RSO can sell/install carpet, maybe DSB can do so as well. UGH!

I thought about it and I do still think it's possible that parts of the remains were removed in an attempt to delay ID. But, I also think it's possible that the remains that were left out in the open to the elements may have experienced scavangers that would have further made ID difficult. They used DNA to ID her remains pretty quickly though. Which is the reason I'm thinking this guy isn't too educated. Heck, there are so many forensic shows on TV in the past decade I would wager to say that a good portion of the population knows at least some rudimentary forensic techniques that have come to be used since then.

In other cases I have followed here I have seen a chart where we could follow who was being arrested, when, and what for. I can't seem to find one in this case. Has anyone else seen it? Does Westminster even provide access to one of these? I thought arrest records were public information.

If anyone has a link to one of these, could you please share it?

I realize this is possibly something you heard on HLN TV, but, I have not found any of the HLN programs reporting on this particular case thus far to be very accurate. JMO.

Which program did you hear it on?
