CODIS PETITION?

Is there already a CODIS/NDIS petition running for the US for a national mandate for Law Enforcement in all states to upload DNA to CODIS for all missing people, unidentified remains, and charged criminals?

If not, then does anyone have a specific link to the wording and details required (ie number of signatures, where it must be addressed to) for it to have to be registered by law? That the government has to address it officially?

I've been looking more and found We the People but it seems to go around in circles a bit. I think some of it isn't working properly - what a surprise. I now know it needs 100,000 signatures within 30 days to get an official response. That'll take some coordination.
