Northern Kentucky man faces fine for violating Canada's Quarantine Act

A Northern Kentucky man traveled to a Canadian resort for some fun.

Instead, he got a visit from the Royal Canadian Mounted Police for violating Canada's Quarantine Act – and now faces big fines and possible jail time.

John Pennington, 40, of Walton, was fined $1,200 on June 25 after staff at a Banff hotel called the police saying they believed the U.S. citizen was violating quarantine laws during the COVID-19 pandemic.

He could also face a fine of up to $750,000 or six months in jail.

Americans are not allowed in Canada. But, many have used a loophole to travel through Canada on the way to and from Alaska.

“RCMP attended the hotel and as a result of their investigation, they found a second individual in his presence, a female from Calgary, and found him to be breaching the requirements to quarantine while he traveled through Alberta so he was issued a ticket under the Alberta Public Health Act,” said RCMP Cpl. Tammy Keibel in Calgary.

He flew to Seattle and traveled to Canada and Alaska he said in the video. He said he didn't understand why police visited his hotel room after he was approved by border patrol. Local police didn't stop him and the hotel allowed him to check-in.

"I thought I was good to go," he said in the video. He added that he would have understood if the hotel told him he wasn't allowed to stay when he booked the room.

In the comments, someone asked him how he was able to pass border patrol. He said he told patrol officers that he was traveling for "transit purposes" with a winky emoji.

Drivers are allowed a reasonable period of stay to make the transit [to Alaska] and are limited to travel within Canada using the most direct route to Alaska.

They are barred from driving through national parks, leisure sites, and tourism locations and receive a hang tag for their rear-view mirror indicating the date they must depart Canada.

Keibel said officers received a second complaint about the Northern Kentucky man the next day when someone spotted a car with American plates in a parking lot near the gondola to Sulphur Mountain.

“They located Mr. Pennington up on Sulphur Mountain. As a result of him again allegedly being in violation of the quarantine through his travels, there was some consultation with a quarantine officer in Calgary and the decision was made to charge Mr. Pennington under the federal Quarantine Act,” Keibel said.

“He was arrested and subsequently released for a court date in November.”

I am going through similar things with my husband. In fact a few days ago he blew up and said "hoax virus everyone is afraid up, it's not real"etc... I feel he knows it is real but thinks it is not as bad as we are being told. I try to be light on the subject when I correct him since he gets so upset. Threw a 2 year old fit at the bank drive through, lol! Because of Covid the line took longer plus he blamed me for not having the hand gel out fast enough after he was done! He acted like I lost it even though I showed him to remind him and put it down again. " Where is the hand gel then bla, bla, bla," acts like I punish him. I think it might be because I kindly asked him to do the small things that he can do for me if he thinks this is all pointless to keep doing. I said I don't want the illness. Yup, really can be stressful and we usually get along so well, 29 years of being married and things are really crap at times. I know several of his friends are real dorks with the talking of it being made up plus one won't wear a mask unless it is posted. We now have senior home window visits with his mom. Seeing a tear in her eye the other day and her saying she is afraid because her body feels paralyzed is heartbreaking. Crushes me that I can't hug her or be near her. Several cases around her and I keep praying she will be safe from that. She was just put on oxygen, she has a blood cancer and has problems with her thinking off and on. Covid19 has taken lives and keeps hurting people in so many ways. Hard to stay positive, in fact lately I was physically sick from everything. My heart is broken not only for me but for us all. I laid around all day and I can't even eat without feeling sick. I feel like it will never get better, this is it just going to stay this way until we all go nuts. I usually stay more upbeat but I hope these next days get better. Sometimes I want to just "live" not to worry, I want to hug my mother in law, I don't want to fear my parents may get sick and I want to hold my grandsons so bad - their mommy works Hospice and there have been positives there too. Feel like the hope is slowly leaving. Sorry that I babbled on, I just need to empty I am sure I will pop around again but if not I am getting help because this is just getting to be too much. He would be at 70 but I am only 56. I am going to mention his age. He is healthy though so I don’t think his doctor will provide a note that I am his caretaker, etc.
Most courts allow you to defer jury duty one time for six to twelve months without having to give an excuse. Try that and see where we are at several months down the road. My 90 year old dad received his jury summons this week also and I helped him defer it.

Yes, I just read that Michigan typically allows one deferral ... but for 3 months. Longer deferments allowed on a case by case basis.


Courts typically allow only one postponement of service and of up to three months. New dates selected can only be monday, tuesday and thursday. Longer postponement requested and approved by court clerk directly, on a case by case basis.

If you are high risk, a doctor’s note should suffice? If not, just make really bizarre & extreme responses to voir dire questions & you will be dismissed. That is stressful! Wear a face shield AND mask to voir dire & obsessively apply hand sanitizer throughout questioning for good measure. Sounds ridiculous, but it’s the best I can offer.

I would also wear goggles with the mask and face shield.

I envisioned a high profile case. Something right here on Websleuths!
Most of them are boring. One of mine was drug selling case and the other very straight forward case of domestic violence. One lasted one day and the other two and a half days.

My ex-SIL sat on a jury in a high profile case at one time. Went for 3 or 4 weeks. She was very upset every day when she came home, and couldn't speak about it until it was all over. (It involved children :( )

I need to be careful what I wish for!! I am sorry she had such a case.

It is beautiful. @tresir2012 is v lucky. I'm in central England, less mountains more people!

The lads who tested positive travelled on to Plymouth in England so I think that airport serves south west England as well as Wales. South west England (Devon and Cornwall specifically) have been mobbed by tourists this summer and have seen some increases too. But tourism is essential for a big part of their economy so its a real tough situation.

I'm annual leave from work this week but we're just staying home. It is what it is :(
Yes HKP I am lucky and you are right Cardiff Airport is probably very convenient for Devon and Cornwall as well as Welsh tourists as it is close to the M5. I don't think we can expect the cases to stay static as the lockdown has been lifted for nearly two months now but as it seems to be the younger ones getting it, it is hopefully not so serious or fatal.

Not to worry. Evidently some are not aware that the US is still repatriating citizens (as we are), and they are doing it in even smaller numbers - 7 months into this pandemic.

I point this out because I think, firstly, we should look at what our own countries are doing, and see how we feel about that.
The Venezuela situation is no fault of US by the look of it as they are refusing to let them leave. How bizarre?

The State Department offered to organize direct, private flights from Caracas to the United States, or through third-party countries, such as Spain and Mexico. The Maduro government has rejected both suggestions.

Story issued a warning in March saying citizens with U.S. passports and permanent residents should prepare to stay indefinitely in Venezuela. The diplomat reported that some American citizens who tried to fly to Mexico were told they were on a government list that prohibited them from leaving the country."

So we wanted to go away for the weekend. Wife called our favorite property in Laughlin, where she has our highest status. They want over $800 for the weekend! Either demand is outstripping supply, or their math says that they will make more with an empty property and a handful paying those prices. Laughlin is a casino town on the Colorado river, in between Phoenix and Las Vegas. Everything there is usually free. We looked at Prescott, in central AZ - $130/night.

I just booked a flight to Vegas, on Labor Day Weekend, $100 RT. The rental car was a problem, looks like due to Covid, a lot of car rental agencies are only renting out for longer than 5 days. I got a room at the Marriott for less than $75 a night, which is crazy for Labor Day weekend in Vegas.

Maybe Laughlin is a more popular destination than Vegas, due to Covid rates.

New CDC report shows 94% of COVID-19 deaths in US had contributing conditions | KLAS

ATLANTA, Ga. (WJW) — The Centers for Disease Control and Prevention released new data last week that depicts how many Americans who have died from COVID-19 also had contributing conditions.

According to the report, only 6% of deaths have COVID-19 as the only cause mentioned, revealing that 94% of patients who died from coronavirus also had other “health conditions and contributing causes.”

At least 50% of adult Americans have underlying conditions. Some say 60%. Obesity and overweight being the first, largest category with significant co-morbidity.

So that's a lot of people who, whether they know it or not, fall into the category of "pre-existing conditions." High blood pressure, absent being overweight, adds about another 2% and of course, heart disease adds a few more.

It does put the spotlight on America (and UK's) obesity issue.

As if I could not hate this virus more. If the origin of this virus is found to come from a stupid country or countries playing around with virus weapons unleashed upon our world, crazy angry will I be.
All the innocent deaths. All the destroyed families. All the destroyed livlihoods. Destroyed economies and businesses worldwide.
Even after we tame or eliminate this virus, the worldwide destruction will be more then we've EVER faced in our modern history.
It will be like Dominos falling, except, this is no game.

It seems that we are closely watching how Colorado is dealing with fighting its fires during this time of covid - as we are heading into our fire danger season very soon. So far, the firefighters in Colorado have been able to keep their virus spread very minimal. Just a few cases.

They have gone from mess hall eating to individually packed meals, from group camps to spike camps, from all interacting together to staying just with their specific crews. It seems to have helped a lot.

One disaster after another: How do we cope?

It is pretty boring really except they do have good lunches.
I have been called for jury duty several times in multiple states and chosen as a juror only once. :( For a dog bite case - two days.
We got a bag sandwich lunch.
Basically I sat bored in the jury pool room and not released until 4:45pm each day.
Pay was $12/day. Think it increased to $20.
I always wished I had been chosen for a trial.
