ETA I have found a source that mentioned this distance in April but at that time WHO were not recommending masks then, so it really is not surprising the general public have not universally accepted it, even now. That was 4 months into the pandemic by then and they already had this info about the distances. So why were WHO against masks then?
Actually, if it's windy, wind disperses your virions (if you have them) into a much wider cone - yes they carry further, but you, by yourself (unless you are quite feeble) can easily get virions 20 feet away from yourself by speaking loudly or singing (etc). Eventually they will move even further - and yes, air currents matter.
So anyone downwind of anyone else (whether through wind or more likely, ventilation systems) is at more risk.
Masks change all that.
WHO makes its decisions based on many factors (often opaque). Cost is one. Political pressure is another. I wouldn't use WHO as my source of advice.
Lancet, JAMA, NEJM, etc - Science, Nature, even National Geographic have better facts.
