Couple in identity theft case had possessions consistent with espionage

Not the typical Websleuths thread but this really caught my eye and I thought might be an interesting discussion here. He definitely had a sensitive job and I am surprised got a top secret clearance given the fact he was not using his own identity.

As the son of a professional cold warrior I firmly believe this goes on far more than we know. What do you all think?

Seeing them pull this off shows how possible it is for this to be going on in Local Law Enforcement, city and county govts, civic groups, or pretty much anywhere.

So from the above article, they weren’t spies after all (that tale seemed very far fetched, I don’t think real spies use invisible ink). They just stole new identities to avoid debts.

why did they need/have so many passports?
why didn't they maintain contact with their families? their families weren't going to give them up to credit agencies
why didn't they just claim bankruptcy to avoid their debts? it would take just as long to rebuild credit with new identities I think
