Snipped: After the search began, a business owner on East Sprague called 911 to report of sighting of Paul. The owner told deputies Paul walked into the business, and asked for an employment application.

According to Reagan, Paul's sister says her brother calls their parents in Sunnyside every day, and believes that is where he is headed. Deputies say it is likely that Paul is hitchhiking. STA bus drivers were also issued Paul's description in the event he attempted to board a bus.

This is absolutely outrageous. If a person is institutionalized because they killed someone and are found to be criminally insane they should never be out in the public supervised or not, ever. They darn well better find this person before he hurts another human being.

pe LE checked to see if any surveillance video of the parking area, is available to look at, to see if when he left this business, if it showed what he did after walking out of business. If by chance he came upon a woman getting into her car, and he left with her, it may be on tape.
and they can show that tape to the other businesses near by, and one of them may know the woman as a customer and may have the woman's name and address on record, to give to LE.

Art Classes???

That's where I have a problem with it - from the very beginning- a system that allows a mentally insane killer to even attend art classes.

Your tax dollars at work.

THERE IS NO REASON TO LET AN INSANE KILLER OUT TO TAKE ART CLASSES!

People need to get real here. The judge who let this happen is accountable. This was no ordinary crazy man here, just sayin, um ,hello, he's a killer - he is CRIMINALLY INSANE. The judge should be committed.

No one with the hospital was available for comment, so KHQ contacted the Washington State Department of Social and Health Services (DSHS), which oversees Eastern. DSHS says hospital patients routinely attend public events, including the fair and Bloomsday, with staff chaperones. Patients also reportedly make trips to other public places, like malls and parks. DSHS says the trips allow patients to work on their "life skills." To determine which patients can go on these trips, hospital staff conduct subjective evaluations based on each patient's treatment programs.

Eastern State Hospital under fire after Paul escape

Officials at Eastern State Hospital are facing intense public scrutiny as to their procedures for allowing patients out on field trips after Phillip Paul walked away from the fair Thursday, triggering a regional manhunt.
One of the missteps they're facing scrutiny over from fair and law enforcement officials was the fact that they let a forensic patient with a violent criminal history attend the fair.

Fair Director Rich Hartzell says that he never received a request from the hospital to have a group of patients attend the fair, but apparently, according to DSHS spokesman Jim Stevenson, field trips aren't uncommon and in fact permission isn't required from the destination of the trip.

This entire case has me just FURIOUS !! I understand that many mentally ill patients are not a danger to others. However, that is not the case in this instance. His past history certainly shows that. By taking him out on "field trips", especially to places like the State Fair, the people in charge have endangered all of society, including our most vulnerable children and senior citizens. Totally, totally unacceptable.

According to the following article, http://www.kxly.com/global/story.asp?s=11151340 , he has also been allowed to attend Community College, as long as he returns to the hospital at night, and to have overnight visits with his family as long as an adult member of his family is with him. How in the world is this justifiable?

I have always had a problem with the "innocent by reason of insanity" defense. I understand mental illness and all of the arguments that people present. I also understand that many times, people as violent as this must be forcefully medicated and if let out into society, will re-offend. They will not willingly medicate themselves. It is part of the illness. They must be institutionalized for the protection of the rest of society. They do NOT belong on field trips, or at the Community College, or in art classes, or on overnight home visits with their families. How would you feel if it was your next door neighbor's child?

I fear for the public with this killer on the loose, and not having his medication shots for this long.

Hope they find him real soon before he can hurt anyone. If I lived in that area, I'd have my house locked up and stay indoors until this monster was captured. :eek:

I can't believe this happened. One thing from this article really stood out to me:

“He’s a murderer,” says Helen Mottley, whose elderly mother, Ruth, was butchered by Paul in 1987. “I don’t think I wake up a day and not think about what happened. What if he gets out and does it again?” “He’s so unpredictable,” agrees Roger Knight, the Spokane deputy that Paul viciously attacked after the inmate walked away from his Eastern State keepers in 1990.

I always believed that if someone was found insane, that when they were able to stand trial they were prosecuted for their crimes. Hmmm, Makes you wonder about who else may some day be freed. Crazy!

BBM- I might be nitpicking here but; would you be okay with art classes and other educational/enrichment programs being offered in the hospital? Let me tell ya, a mental facility can be a sad scary place for many. The only thing that saved me most days from sitting in front of a television was the art, music and other services they offered. No, I didn't kill anyone.

I know many might wonder why are these things necessary. But, regardless of mental illness, people need stimulation and interaction. Many facilities do this so their patients have things to do during their day. Stimulated patients are less likely to act out. Making life easier for staff as well.

I don't agree that he should have been allowed to attend this outing. But, I would hate to see these outings and programs taken away from other patients who didn't commit murder.
