BBM- I might be nitpicking here but; would you be okay with art classes and other educational/enrichment programs being offered in the hospital? Let me tell ya, a mental facility can be a sad scary place for many. The only thing that saved me most days from sitting in front of a television was the art, music and other services they offered. No, I didn't kill anyone.
I know many might wonder why are these things necessary. But, regardless of mental illness, people need stimulation and interaction. Many facilities do this so their patients have things to do during their day. Stimulated patients are less likely to act out. Making life easier for staff as well.

I don't agree that he should have been allowed to attend this outing. But, I would hate to see these outings and programs taken away from other patients who didn't commit murder.

Feds may investigate cover-up in escaped killer case

KREM 2 News has learned from Spokane County Sheriff Ozzie Knezovich that the U.S. Attorney for Eastern Washington, Jim McDevitt, has asked the Secretary of the Department of Social and Health Services in Washington for information on how killer Phillip Paul was allowed to escape from the Spokane County Interstate Fair.

Efforts to apprehend Phillip Paul intensify

From their command post at the Public Safety Building, local law enforcement agencies are prosecuting a regional manhunt for the escaped killer Phillip Paul.

The Spokane County Sheriff's Office is now coordinating search efforts with the Spokane Police, the state Department of Corrections and the State Patrol to track down Paul, who escaped from a Eastern State Hospital-run field trip to the Spokane Interstate Fair Thursday morning.

Wow. They sure seem overly concerned now with finding the murderer they let out for a field trip to a COUNTY FAIR!!!! Good Lord - how often is this type of thing allowed? How many innocent people were unknowingly exposed to a crazed killer? Praying no one else falls victim to this killer while he's on the loose....

I agree with what you have said and I will add one. The process of being creative and creating art is considered to have theraputic value.

However,

This particular guy is criminally insane. I would think that if he was well enough to get out and go to a college campus once a week, to leave the hospital for family visits, and well enough to go to the fair....... why don't they start the paperwork to put him back in the court system for trial/or back to prison whichever is appropriate. Either he is better or he isn't. If he is better, let him take responsibility for what he did. If he isn't better, then he shouldn't be allowed off the locked grounds.

He had been living away from the hospital/instution prior to his rehospitalization? If he is "well enough" to live in an apartment, is he "well enough" to go to prison for the murder? I don't understand how the system works regarding a person being "criminally insane".

This is really scary (IMO). Have LE been looking in places that are within the 6 block radius of where he had been living? Are they looking at some of his friends?

So many of these articles have interesting comments in regards to Paul. Some are defending him and his escape, many are expressing anger/dissatisfaction about how this happened and some of the comments left me wondering about the hospital/institution having these "field trips".

One comment mentioned that Paul had won a lawsuit against a drug company and he won (having to do with overmedication). I don't know what's true or what's not, just found the varying opinions interesting.

VB, if you get a chance and haven't done it already, the comments on some of the news articles do make it sound like quite a few people liked him. IMO, I wouldn't be suprised if someone would help him.

Wonderful find....:sick: OMG - how did no one see this coming?! How more predictable was this?! :banghead: Prayers for all within his Space and that he is found and taken in peacefully. After this many FBomb-Ups with this one very Ill person, there's no way that he will be in an atmosphere from now on that he can slip out of. Right?! :waitasec:

Wait, wasn't living away from the facility denied by a judge? And the facility was not forthcoming with this info and wouldn't comment on the article.

Sounds to me that someone at the hospital decided to do what they wanted regardless of what a judge ordered.

ETA: I'm not sure how it works in Washington, but in many other states, once a person is deemed sane they go to the court system to serve their sentence. They can even be forced to take medication that will make them sane.

It appears the original "48 hours" statement has now been changed to "14 days". I wonder if they are just saying that to keep the public calm, or if the original was a misunderstanding?


Search still on for escaped killer, medication may keep him stable

Spokane County Sheriff Ozzie Knezovich has asked the state's Inmate Recovery Team to join the search for an Eastern State Hospital patient committed for murder who escaped from facility staff during a trip to the Spokane County Interstate Fair. The sheriff's helicopter is also involved in the search for Phillip A. Paul. Deputies say Paul is mentally unstable and could attack without provocation.

They say the chances of an attack increase the longer Paul goes without medication. The Department of Social and Health Services says Paul receives his medication by injection, and it keeps him stable for 14 days. DSHS says doctors gave paul his last injection Tuesday or Wednesday.

The info coming out just gets worse. Sounds like who ever is running ESH isn't treating the criminally insane as the dangerous people they are. Another patient on the loose and staffers are routinely injured.

An Eastern State Hospital employee tells KHQ in an exclusive off-camera interview that all 31 patients who went on the trip to the Spokane County Interstate Fair were criminally insane.
Washington state law (RCW 10.77.010) defines a criminally insane person as "any person who has been acquitted of a crime charged by reason of insanity, and thereupon found to be a substantial danger to other persons or to present a substantial likelihood of committing criminal acts jeopardizing public safety or security unless kept under further control by the court or other persons or institutions."
In addition to the killer who escaped from the field trip group, that source also says a second patient escaped from the hospital on Thursday and has not been located.

Nevertheless, mental health professionals at Eastern State Hospital determined Phillip A. Paul was safe enough to take on a field trip to the Spokane County Interstate Fair along with 30 other patients from the hospital’s forensic ward.
