GOLDENDALE, Wash. - A source inside the Spokane County Sheriff's Office has confirmed to KHQ that Phillip Paul has been taken into custody in the Goldendale area. Paul was brought into custody by to Spokane County Sheriff's Deputies.
Authorities were searching for Phillip A. Paul, who escaped from an Eastern State Hospital field trip to the Spokane Co. Interstate Fair, in the area around Goldendale, Washington.

Regan says one of the Deputies that captured 47-year-old Paul was the same deputy who was injured by him after an escape attempt in 1991.

Police say his intent was to voluntarily give himself up.
He came out of the bushes as police were driving by.

Thank God this monster was caught. I hope no victims are left in his wake. They better be keepin his can away from the public from now on too.

I am so thankful that this guy has been caught ! Hopefully, this incident will lead to a review of the entire system in WA, (and any other state that may be doing the same thing). Inmates that are institutionalized because they are "criminally insane" do not need to be out and about in public places, no matter how many "escorts" from the institution are with them. Whatever "book" or SOP that they have been following needs to be re-written, immediately.

I hope there is a huge public outcry for an open, honest review of the entire system, including why judges have allowed this man to live outside of institutional care at times. Thank God that he has not harmed anyone during his times of freedom.

Investigators say Paul planned to escape

A patient from Eastern State Hospital, judged criminally insane, has been missing from Spokane County since Thursday, and now law enforcement across the U.S. is looking for him.

Spokane County Sheriff's Sergeant Dave Reagan says Phillip Paul went to the Spokane County Interstate Fair with extra clothing.

When investigators went back to Paul's room after he escaped all they found were a few socks.

The rest of his clothes were gone.

When Paul escaped on Thursday, he had a backpack and $50 with him. Sgt. Reagan says it is possible Paul planned ahead for a possible escape.

I'm so glad this man has been caught. It seemed like something out of a horror movie (escaped criminally insane killer!). I can imagine the relief the citizens of Washington are experiencing right now.

I hope the town takes a serious look at the rules at this facility so that nothing like this can happen again.

Unfortunately, he was acquitted by reason of insanity, and therefore, cannot be retried due to double jeopardy rules. The judge at his trial sent him to Eastern State Hospital.

"But in his murder trial one psychiatrist also said, "I don't think there's any cure for his schizophrenia, if he is ever released it would have to be under close monitoring of both medical personnel and a judge." When asked if Dr. Hardy felt Paul could commit similar acts again if left untreated Dr. Hardy said, "I believe he would respond to his delusions and his voices again." Since he can't be retried for the murder he committed, can he go on trial for his escape as a non insane person or will his "criminally insane" label still apply?

Is it only because of his medication that he was able to orchestrate the plan of leaving the hospital or is this normal schizophrenic planning ability?

I know this has probably been asked, but if he is sane enough to escape and attack a guard, then get himself onto a field trip, escape again, get supplies and cash, and have a support network set up outside the hospital, doesn't it seem that he is sane enough to go to jail, where they have bars?
How did he end up remanded into a psych facility instead of jail anyway? (If it's a civil commitment thing and he has already served time, forgive me, I looked for that and didn't see it anywhere.)

Unfortunatly, I do not believe Washington is the only state where very dangerous people are allowed out to roam like this. Every state has state hospitals and rehab facilities where field trips are planned often or home visits are allowed. In the residential group home I worked at, we had many forensic clients, many were sexual offenders. The people living in the neighborhood had no clue. For the ones who were sexual offenders, they did not show up on the watchdog lists to check for rso's. We had no fences and no locked doors.

It's possible he was only able to plan this so logically because he was on medication. At the time of his crime (as far as I know) he hadn't been diagnosed and received any meds. I still don't want to see this man out on the streets again. Medicated or not.

If his meds make him that lucid, good for him. Bad for us. Are we to believe then that he was medicated during his first escape? And he still attacked someone on that outing. So I'm gonna go with you on that one, meds or not, keep him locked up. Well, actually get him locked up, where there are no field trips, then keep him that way.

I've decided to check myself into Eastern State Hospital. They will feed me plenty, give me any meds I need (the good ones!), and take me on field trips! They will even give me cash to spend on the trips! They will give me complete privacy on my phone calls. And probably a whole lot more perks that we don't know about yet. This is definately better than I'm doing for myself now! Haha. Anyone else wanna join me? ;)

Eastern State Hospital CEO resigns

The Chief Executive Officer of Eastern State Hospital has resigned, according to Department of Social and Health Services Public Information Officer Jim Stevenson.

In a letter to the Department of Social and Health Services Secretary Susan Dreyfus, hospital CEO Hal Wilson wrote he is resigning based on the recent escape of schizophrenic killer Phillip Paul from hospital staff during a trip to the Spokane County Fair.

"Based on the recent circumstances of a patient escaping... I think it is best that I resign my position as Chief Executive Officer," wrote Wilson.
Wilson expressed hopes that his resignation would show that "a change in leadership at the hospital is being taken and that new vision and direction can be brought forth to lead the Hospital."
