Why wait until 5 to get the word out that he might have stolen a vehicle? I would think that information was urgent. I really thought they had some sort of evidence that he was dead.

DeMers said she talked with the young woman’s father over the weekend and discovered the family had been considering getting a restraining order against Manfredonia, who had been to the home in the past. Her neighbors have been told by police not to return to their home until he is captured, she said.''

"Earlier Tuesday, the Facebook page, Fire and EMS Alerts of Warren County, New Jersey said Manfredonia "has possibly just stolen a black Hyundai Santa Fe out of East Stroudsburg area and possibly heading towards Jersey City." The SUV bears the Pennsylvania registration plate KYW-1650, and it was stolen around 9 p.m. Monday, state police said."

So it was stolen 9PM Monday and they waited until now to make the alert!

He certainly had plenty of time to get out of town if the car was stolen by him nearly 24 hours ago. He may be way past Jersey City if that is where he was heading. He could ditch this car too and just keep going. His luck has to run out at some point but it seems he has been one step ahead. JMO

I am wondering if they are going slow since they asked him to surrender so the “healing process can begin“.

I am personally more concerned about his victims and their families‘ healing process. But that’s just me.

I think they are not worried about a healing process but rather him getting into custody alive, getting treatment and protecting others. The language is very soft and loving. I think they are trying to appeal to the person they know to be inside of his head. It seems that they have not really been "in his life" in the last bit (during the quarantine, at least) so being voices of reason makes sense. I think it is about talking him down, getting him more "sane" and saving lives. He is so clearly disturbed.

I don't think that he has had access to any media at this point.

I am so sorry for that young woman who lived in the area where he first killed. She and her family must be so scared. To be neighbors with a victim and to not know if he is coming back, ugggggggghhhhhh.

Does anyone know if CT/PA/NJ has license plate readers or traffic cameras on their major highways?
Maybe the car he stole has EZPass?

I hope they find him soon.
Right now I’m also thinking EZ pass and not aerial surveillance. That would explain why they are a few steps behind. If it were aerial surveillance I would think they could intercept. But they must also have a suspected next target to have narrowed it down to jersey city.

I’m in NJ (north east - ugh) and we have gone to no tolls - what I don’t know is if there are instant plate readers (real-time data) to mail bills to non-EZ pass holders or cameras that they look at after the fact (someone has to review captured data). I’m sleeping in my first floor den tonight - my kids are freaked out. Ok -Maybe me too.

I don't think LEO wants to listen to him. I think it is family through their lawyer. I think LEO would not hesitate to take him out. He is truly dangerous in the state that he is in and LE knows it. I agree that they need to move on him in anyway they can once they find him.

How is he starting these stolen cars? Breaking into the home and stealing keys?

I don't think LEO wants to listen to him. I think it is family through their lawyer. I think LEO would not hesitate to take him out. He is truly dangerous in the state that he is in and LE knows it. I agree that they need to move on him in anyway they can once they find him.

Agreed, I think this is textbook hostage negotiation. They just want to stop him from killing anyone else. If they don’t know where he is and couldn’t find him after 24 hours they may think they have a chance to get him to surrender.

That is a really good question. He took the other car by force. And he has multiple weapons. A duffle bag full. I’m guessing carjacking again. And LE must know. That seems like a very important thing for the public to know.

I wonder if this fact is purposely being left out and the delay in informing the public was to figure out which “narrative” would be likely to “appeal” to him - “we love you” vs. “Gun -toting crazy person carjacked another car.”

ETA - @kaen - posting the same thing - they are doing what they think has the best chance of working.

PA has the toll by plate license plate readers. Looks like NJ also participates.

There was some speculation that he Ubered from the phone of the abducted young woman. I would imagine he has a burner phone rather than his own. If he does have his own, I would think he has it on very infrequently.

NJ here too. (South). There would be no tolls from East Stroudsburg to Jersey City area correct? I-80 has none. The bridge crossing at Delaware Water gap has none. Unless/Until he got on NJ Turnpike which I don't think he would. He could travel back roads easily. My daughter and family live very close to Jersey City so I share your concern some as well.

How does anyone even know where he's headed? Jersey City area is backtracking from Eastern PA in a sense. Why not go there first if he knows someone there?

What if LE *already* knows where he is located, but is choosing to *not* reveal it, due to...amateur sleuths (who might that be?;)) who may unintentionally specifically *name* the neighborhood/area where he is presently hiding out?

Good points and great question. They aren’t even sure he’s in the SUV.

Late Tuesday, Pennsylvania state police asked people to be on the looking for a black 2012 Hyundai Santa Fe SUV which was stolen from the area where Manfredonia was last seen. Police were not certain Manfredonia took the car.
